On Thursday, I returned from Orlando after having successfully confused a group of colleagues on how to conduct investigations in Latin America.  I knew that Panama’s Metro had finally inaugurated their extension train to the airport, so I decided to see how it actually worked and this is my review:

Arriving on Copa flight 453 from Orlando, I quickly maneuvered my way through immigration and customs as I had no bags to pick up.  I asked how to get to the Metro train, but everyone kept pointing outside… huh?  I kept asking and they kept pointing.  Sure enough, I walked outside and down the street what was probably 2 city blocks uncovered and arrived to the metro train.  It’s a good thing it wasn’t raining.  Not cool, Panama.  I’m told there’s a bus that could have taken me, but there was no bus available at the time I left out.  I’ll have to look into that further.

Arriving the Metro, I already knew that I’d have to get a Metro card.  For those who do not read Spanish, once you arrive to the Card Kiosk, on the upper right corner, you’ll see the Panama flag.  Just touch that and select English as your language to guide your way through the rest.  Essentially, you’ll have to pay $2.00 to purchase a new card.  That will give you a card with $0.00 on it.  So then you take that same card and add some money to it.  Unless you plan on using your card several times during your stay, if you add $1.00 that will be enough to get you from Tocumen to Albrook.  Or in my case, it was enough to get me from Tocumen to San Isidro.

Use your card to get through the turn style and board your train which comes around every 10 minutes.  This first metro train will get you to the “Corredor Sur” stop.  You should exit the first train through the opposite side you entered the train.  It could get confusing as the doors on both sides open and if you’re unaware, you have a 50% chance of screwing this up.  The San Miguelito train is ready , but possibly packed as it was for me.  But I only had 1 carry-on and although I had to stand it was “quick enough” to my next change of trains.  (Yes, another change.) 

It is a total of 10 stops until you get to the final stop between the Corredor Sur and San Miguelito route.  The train doors open on just one side.  Follow the herd down, head across and then up two sets of escalators for the San Isidro train.  For the Albrook train, you go up the same first set of escalators and then look for the signs that will get you fairly easily to the next train.  NOTE:  Some of the signs are actually ON THE FLOOR of this train hub, so be watchful, but you still shouldn’t have too much trouble.  Then once you’re on the final train, you’re golden.

The problems I saw with this?:

  1. You have to walk uncovered between Terminal 2 to the Metro station.
  2. If you have larger luggage, you’re going to be a major burden to the other passengers on the San Miguelito train and the Albrook or San Isidro trains.
  3. There is no parking in San Isidro, so if you have someone that is supposed to be picking you up, they’re greatly inconvenienced until you arrive.
  4. The Metro Card Kiosk – it wasn’t’s as straight forward and I think Metro needs to seriously think about possible tourists who would need extra help along the way.  Maybe an English-only banner near the Kiosk, would be a good idea.
  5. Credit card Cards should be a thing – or direct payment at the turn styles by credit card would be nice.  No tourist should actually have to purchase a card that they’ll probably never use ever again.
  6. They’re going to have to do something to get people to use this Metro at Tocumen.  It was empty when I went.  I was literally the only person who went up except two people working on repairs to some electrical thingy.  After waiting for 2 minutes for my train, only 2 other passengers showed up.  Very under-utilized.

They announce the closure of public offices at 12:00 PM on Holy Thursday.

The Government of Panama announced, under Executive Decree No. 10 of March 28, 2023, published in the Official Gazette, the closure of public and municipal offices throughout the national territory on Thursday, April 6 at 12:00 PM for the commemoration of Holy Week.

Activities and public establishments that, due to the nature of the service provided, must remain in operation are excepted from the rule.

Meanwhile, banks will be governed by what is established in Resolution S.B.P. No. 124-2006 of September 4, 2006.

APPROVE LOANS FOR $75 MILLION FOR PHASE II OF ITSE

Loan for second phase of ITSE.

The Ministry of Economy and Finance and the Andean Development Corporation (CAF) will sign a loan agreement for $75 million to partially finance the “Implementation Project of the Specialized Higher Technical Institute – ITSE, Phase II”.

Through note OPAN-0262022 of February 7, 2022, the Andean Development Corporation communicated to the Ministry of Economy and Finance its willingness to the new financing request to continue with the second phase of the project mentioned above and to initiate the evaluation, coordination, and execution processes of said project.

This is the second loan that fulfills the request for financial resources made by the Ministry of Economy and Finance through note DdFP/NRVl 159 of September 29, 2016, for the financing of the East Panama Higher Technical Institute Project, for up to $150 million, thus fulfilling phases I and II of the project.

The Cabinet Decree published in the Official Gazette indicates among the objectives of this loan, to provide the Panamanian population with suitable facilities and equipment for the training of higher education technicians, according to the needs of the different sectors of the economy that make up the national labor market.

“With this second operation, the ultimate goal is to support the Technical Higher Education Institute in the complete development of academic, institutional, and governance dimensions; the provision of furniture and equipment; and the implementation of complementary interventions to the infrastructure, which will allow the completion of the implementation initiated in the first phase,” it detailed.

The loan agreement establishes a SOFR 6-month reference rate payable semi-annually, plus a 2.0% margin.

During the first eight (8) years counted from the Effective Date, CAF will finance non-reimbursable eighty-five (85) Basis Points of the Interest Rate.

It was agreed upon a term of 20 years, with an amortization of thirty (30) consecutive and, as far as possible, equal semi-annual installments, to which the interest accrued at the maturity of each of the Interest Periods will be added.

The first of the amortization installments will be paid sixty-six (66) months after the Effective Date of the Contract, the second amortization installment on the Interest Payment Date corresponding to seventy-two (72) months counted from the Effective Date of the Contract, and so on until the number of installments is completed.

The loan agreement also establishes a commitment commission of up to 0.35% per year, on the undisbursed balance of the loan, and a one-time financing commission of up to 0.85% on the loan amount.

FIREFIGHTERS DECLARE NATIONAL STRIKE

Firefighters declare national strike from today.

The Meritorious Fire Department  of Panama (BCBP), announced this morning a nationwide strike measure, Major Cruz Gómez, secretary of the BCBP Union, told the media that the corresponding authorities have not made the disbursement for the payment of promotions.

“Apparently they don’t want to give the payment, they don’t want to give us the money for promotions for justice,” Maj. Cruz Gomez said.

The secretary of the Union of the Fire Department of Panama, indicates that “We learned that after having done all the work, to meet all the requirements that had been demanded of us and that we had agreed, it turns out that a cut was made to the budget.”

For this reason, Major Cruz Gómez, mentions that these are promotions where “the courses and audits have already been completed, it is 2.9 million dollars.”

COLOMBIAN SUBJECT WHO ESCAPED FROM THE MEGA JOYA IS CAPTURED

They captured the individual who escaped from the Mega Joya on Monday 27th.

The National Border Service (SENFRONT) reported the capture of César Tulio Sánchez Valdés, a Colombian national who escaped from La Mega Joya prison in the early hours of Tuesday, March 28th.

Sánchez is serving a sentence of 150 months in prison for crimes related to international drug trafficking.

The search, through the Lex Operation under the Panama East Brigade, began from the knowledge of the situation in the Las Garzas de Pacora and surrounding areas, as well as the reviews of surveillance cameras in the prison where he was held.

INFANT SKELETAL REMAINS FOUND AT VICTORIA D’SPINAY SCHOOL

The skeletal remains were wrapped in a cloth and hidden in the undergrowth.

The Institute of Legal Medicine and Forensic Sciences (IMELCF) and the Public Ministry (MP) avoided providing information regarding the human remains found in the backyard of the Victoria D’Spinay School in La Chorrera, Panama Oeste province.

The human bones, allegedly from a child, were found last Tuesday during repair work on the school’s cyclone fence.

According to the parents who found the remains, they were wrapped in cloth and hidden in the bushes.

The investigations in this case are being carried out by the Primary Care section of the MP regional office.

On February 6, authorities found another set of bones in a mangrove area located near the main road to the Punta Chame district in Chame, which corresponded to an adult.

In the case of the Victoria D’Spinay school, parents staged a street protest last Tuesday demanding the rehabilitation of the perimeter fence and the immediate removal of the school’s principal.

The group of parents blocked all four lanes of the Pan-American Highway early in the morning, chanting a list of needs the school is facing, including the insecurity that exists in the school due to the lack of a perimeter fence, which facilitates the entry of lunatics, as has already happened.

Security at the front of the school was reinforced after the father of a student was murdered in a bus stop in front of the school in April 2022.

The list of complaints from the parents of this school includes the poor condition of the bathrooms, which have no doors, water sources in bad condition, and the lack of inspectors and custodians.

ECOLIMPIA: WHAT WILL YOU TAKE CARE OF DURING THE MANAGEMENT OF CERRO PATACÓN?

Ecolimpia will be responsible for the management of Cerro Patacón.

Minister of Health Luis Francisco Sucre announced that among the priorities of the contract with the Ecolimpia consortium, soon to be in charge of managing the Cerro Patacón landfill, are: maintaining the access route so that trucks can enter and exit the landfill, ensuring that trucks dump waste in the appropriate places, maintaining organization with recyclers,  and preventing fires from spreading in Cerro Patacón, among other requirements in the contract.

Sucre also added that the Ecolimpia company will enter a 3-month testing period upon signing the contract, to determine if the landfill is being managed correctly.

The contract consists of 2 years of management and determines the transformation of Cerro Patacón and some of its functions.

Another point in the contract between the Panamanian State and Ecolimpia is to prevent environmental damage and consequently the impact on people’s health, as emphasized by Luis Francisco Sucre.

It should be noted that Ecolimpia presented proposals for prevention, operations, and safety, to carry out the proper management of the landfill, in addition to the significant amount of funding of more than 19 million.

TWO INDIVIDUALS AND A COMPANY IN THE PH COSTAMARE CASE ARE DECLARED GUILTY

There are guilty parties for the tragedy at PH CostaMare.

The Oral Trial Court of the First Judicial Circuit of Panama unanimously declared two individuals and a company guilty of crimes against life and personal integrity in the form of manslaughter due to the explosion that occurred on May 31, 2019, in the CostaMare building.

The decision of the Oral Trial Court was given on the night of Wednesday, March 29, where, after analyzing the evidence, including testimonies, expert reports, and documentary evidence that were presented during the 11-day hearing, along with the arguments of the parties involved, they concluded that there were elements linking the accused to the crime.

This criminal case had its origins on May 31, 2019, when an explosion occurred in apartment number 2 of tower 7 of the CostaMare building, causing damage to the five floors of the condominium and the adjacent building.

The worst part of this tragedy was faced by the Muñoz Lima family. The mother, Karina Lima, suffered burns on 90% of her body, her son Miguel Ángel Muñoz, who was 5 years old at the time, suffered severe burns on 70% of his body, while the youngest son of the family died at just 10 months old.

“This fight for life, which has been the strongest and most painful challenge for 4 years, we will now fight in the Panamanian courts, trusting that justice can prevent accidents like this from happening again,” Karina posted on her social media before the trial began on March 6.

The sentencing hearing is scheduled for April 28, 2023, at 2:30 p.m. at the 727 Building in Balboa, which has been set up by the Judiciary for the development of Oral Trial hearings.

In this trial, the Public Prosecutor’s Office was represented by Jose Israel Leyva, Circuit Prosecutor of the Homicide and Femicide Section of the Republic of Panama. The defense of the sanctioned parties was represented by technical defenders Abilio Batista, Pablo Ruíz, and Jerónimo Mejía.

The plaintiff was represented by lawyers Eduardo Guevara and Luis Carlos Hidalgo.

MORE THAN 125 DOSES OF BIVALENT VACCINE HAVE BEEN ADMINISTERED IN PANAMA

125,690 doses of bivalent vaccine have been administered to people over 5 years old in Panama, with a breakdown of 123,971 doses of the bivalent vaccine to people over 12 years old and 1,719 doses to children aged 5 to 11 years, according to reports from the Ministry of Health (MINSA).

482,727 doses of the Pfizer monovalent pediatric vaccine have been administered to children aged 5 to 11 years and 21,795 doses of the Pfizer monovalent pediatric vaccine to children aged 6 months to 4 years.

As of Saturday, March 25, 2023, 842 new cases of COVID-19 have been detected, bringing the total number of positive cases since the start of the pandemic in March 2020 to 1,033,781.

According to MINSA, no deaths were reported during epidemiological week No. 12, and the total number of deaths in the country remains at 8,612.

HEALTH AUTHORITIES HAVE DECLARED BLUE ALERT FOR HOLY WEEK

Health authorities have declared blue alert for Holy Week.

With the upcoming Easter Week, authorities from the Ministry of Health (Minsa) have declared a blue alert in the healthcare facilities in Panama from Wednesday, April 5th to Sunday, April 9th.

They recommend the following measures to the health regions due to the adverse events that could occur during these days:

  • Update Emergency Disaster Response programs at the regional level.
  • Develop a blue alert contingency plan for Easter Week and extend their hours of operation if necessary.

Monitoring of events that occur in coverage areas will be established, and space and services will be prepared for a potential increase in patients if necessary.

In addition, the inventory of necessary supplies and medicines will be reinforced with a reserve for three months.

Yesterday, a batch of 21,600 doses of bivalent vaccines against COVID-19 for citizens aged 12 and older arrived in Panama, which will be administered in polyclinics, health centers, policenters, and subcenters throughout Panama.

CHIRIQUÍ, BOQUETE: EXPO ORQUÍDEA STARTS THIS THURSDAY

PANAMA AND CHINESE CONSORTIUM RESUME WORK ON THE FOURTH BRIDGE

The addendum signed incorporates modifications to the original contract.

The government of Panama and a Chinese consortium signed an addendum on Wednesday that will allow the resumption of construction of the Fourth Bridge over the interoceanic Canal in the “coming months”. The Fourth Bridge is a “mega-project” infrastructure with an adjusted cost of $1.372.1 billion.

This project was awarded in 2018 to the Panama Fourth Bridge Consortium (CPCP), made up of China Communications Construction Company LTD and China Harbour Engineering Company LTD, with a cost of $1.42 billion and a connection to the Metro line three. However, financing problems and changes in design halted the project in 2020.

The addendum signed on Wednesday “incorporates modifications to the original contract so that the consortium can continue with the design and construction of the project for a net value of $1.372.1 billion, after separating its construction from the Third Line of the Panama Metro,” said the Ministry of Public Works (MOP).

In addition, it was agreed to “modify some components of the original project, including eliminating the lookout and restaurant that were contemplated, as well as adjusting the width of the main deck, interchanges and the type of columns. Additionally, the Maintenance Stage has been eliminated, as the project is being evaluated for administrative concession,” according to official information.

It added that the addendum “incorporates the financing structure of the project presented by the banks Santander, Mizuho and Banistmo for an approximate cost of $716.5 million, endorsed by the Ministry of Economy and Finance.”

The disbursement of the corresponding payments will begin “in 2026, respecting the maximum availability of resources established for the MOP,” said the official statement, which highlighted that “this transaction is what will guarantee the delivery of this important project to the country.”

The Minister of Public Works, Rafael Sabonge, stated that “construction work” will resume “in the coming months,” after “the consortium’s team of experts” concludes “the development of the detailed design, studies and other field work.”

The Ministry of Public Works (MOP) said that the construction of the Fourth Bridge over the Panama Canal is estimated to generate about 4,000 direct job positions, without specifying how long it will take to complete the project.

The construction of the original project was expected to take 54 months, and the bridge was expected to have a useful life of 100 years, according to the Chinese consortium five years ago.

The new bridge will alleviate the congested traffic of the Panamanian capital, speeding up, according to government calculations, the daily movement of 70,000 vehicles and benefiting 1.7 million people.

NATIONAL POLICE, RECRUITMENT REGISTRATION: HOW TO DO IT?

National Police. 

The National Police (PN) keeps recruitment registrations open throughout the year, however, several phases are carried out in the selection process such as: general knowledge tests, psychological tests, medical exams, physical evaluation tests, among others.

Captain Arnulfo Troncoso, the officer in charge of the Recruitment and Selection Section in Colón, indicated that it is necessary for the interested young person to personally go to the nearest substation, where police units will provide all the information regarding registration.

Recruitment selection process

In the selection process, applicants are received by the responsible units, in this case, it would be the Selection and Recruitment department of each police zone headquarters. The applicants are given an induction talk where the purpose of the tests, vocation of service, and other fundamental aspects is explained.

Captain Troncoso explained that “The doors of the National Police are open for young people who wish to serve the country and who seek the opportunity to improve themselves,” encouraging all young people from different areas to dare to take the corresponding tests.

Just yesterday, around 50 young people from various sectors of the province of Colón took the psychological and physical fitness tests, as part of the first requirements to be selected and enter the Higher Police Institute of the National Police.

FUEL SUBSIDY EXTENDED: WHAT MEASURES CHANGED?

Fuel subsidy extended until May 31.

The current fuel subsidy coverage will be valid until Saturday, April 1st, however, as announced by the Presidency of Panama on Tuesday, March 28th, for gasoline with 91 and 95 octanes, as well as diesel, it was authorized to be used only from April 2nd to 21st, while from April 22nd to May 31st, the benefit will only be maintained for 91-octane fuel and diesel.

The National Government, in a Cabinet Council meeting, approved its extension until May 31st, 2023, at a fixed price of B/ 3.25 per gallon, in order to contribute to the economic reactivation and job creation in the country. This measure aims to support public, collective, and selective transportation, as well as maintaining products and services at affordable prices.

It is also added that this ensures that Panama preserves one of the lowest inflation rates worldwide, in addition to promoting progress in the sectors of agriculture, livestock, manufacturing industry, fishing, construction, commerce, industry, and tourism.
