Getting back from back-to-back conferences with a return trip to Panama of 6:03 out of Nashville, makes a guy a bit loopy.  But, boss-lady says I gotta write something up for this week’s list of articles.  (Boss-lady is Yolanda.). And did I mention that mean boss-lady doesn’t care that I’m sick?  I got the sniffles on Feb 28, but had to travel to Wisconsin the next day.  And THAT day, I did NOT want to get out of bed.  Sick as a dog, but not with COVID, I still got my butt out of bed and headed to an insanely frigid and snowy Wisconsin.  It got worse day after day and my return to Panama was quite the challenge.  When I landed, my ears plugged up and after a trip to the clinic and then a specialist, they are to this day still somewhat plugged up.  At least I was able to speak at the Orlando conference last week.  That was a relief.  But these last few days in Nashville, at the international Anti-Counterfeit Coalition, was anything but pleasant.  I mean, the conference was AMAZE-BALLS as my nephew would say, but coughing and hacking my way from one seminar to another all the while trying to impress potentially new clients, was not easy. 

Thank the Almighty that Semana Santa is upon us.  What’s my plan for this Ultra Catholic, Mega Christian weekend?  SLEEEEEEEP!!!!

MAGNITUDE 6.7 EARTHQUAKE REPORTED ON COIBA ISLAND

Preliminary magnitude 6.7 earthquake reported on Coiba Island.

The Geosciences Institute of the University of Panama reports an earthquake that occurred at 5:18 pm today, with a magnitude of 6.7, located 71 km from Isla Coiba and at a depth of 10 km.

Internet users have reported that the earthquake was felt in areas such as Veraguas, Aguadulce, Bocas del Toro, Los Santos, Colón, and Panama City.

Ten minutes later, another earthquake occurred in the same area with a smaller magnitude of 4.2.

It is reported that the preliminary magnitude 6.7 earthquake was strongly felt in Panama City, Chiriqui, and Colon.

The soccer match between Atlético Chiriquí vs. CD Universitario, from the Panamanian Soccer League (LPF), at the San Cristóbal Stadium, was stopped for 30 minutes, as the earthquake tremors were felt live while the teams were on the field.

LANE REVERSAL FOR EASTER WILL BEGIN ON THURSDAY

Lane Reversal for Easter will begin on Thursday.

The National Traffic Police Directorate of the Land Transit and Transportation Authority (ATTT) has announced that starting on April 6th, the lane reversal operation will be activated in order to control and speed up vehicular traffic during Holy Week. The first change will take place from 10:00 a.m. to 6:00 p.m. on Thursday.

During that day, the Directorate will activate the lane reversal operation at points such as from La Espiga de La Chorrera to Campana and from Sajalices to San José, San Carlos.

They also inform that at noon on Thursday, the regular lane reversal operation will be advanced from the avenue of The Martyrs to Arraiján headboard. For this reason, authorities request that drivers respect speed limits and traffic rules.

Return operation to the Capital

Meanwhile, the operation to return to the capital on Sunday, April 9, will take place from 8:00 a.m. to 6:00 p.m. from Las Uvas to Sajalices, and from the entrance of Campana to La Espiga de La Chorrera.

The Traffic Police explained that they will maintain permanent monitoring in case they need to advance the road operation during Holy Week.

ANTI-MONEY LAUNDERING AND CORRUPTION FORCE TO START OPERATING IN APRIL IN AMADOR

In the next few days, the Joint Task Force against Money Laundering and Corruption will begin operating in building 59 in Amador, next to the Ministry of Security, with officials from the Superintendency of Banks, the Public Ministry, and the National Police.

This was announced on Friday by the Minister of Security, Juan Pino, who emphasized that this force will work against this scourge, taking into account that the issue of corruption attracts a lot of attention and where Panama is often singled out. “That is why we have to pay close attention to this issue,” said Pino.

It was reported that this unit will have as its objective the effective application of laws against money laundering and the financing of terrorism. In addition, these investigations will be directed by the Public Ministry with circuit prosecutors, assistant prosecutors, and operational assistants.

Likewise, this unit will provide assistance to police agencies in other countries to combat money laundering and transnational crime.

The initiative was initiated in 2020 with the support of the Embassy of the United States in Panama and the structure has an approximate cost of 767 thousand dollars.

The start of operations of this Task Force against money laundering comes at a time when the National Assembly will begin debating the bill that adopts the legislation on the forfeiture of illicit assets.

Can the information collected in the declaration be presented to the public?

The ANTAI is responsible for preparing and submitting a report showing which individuals subject to the law submitted the required document. On the other hand, the circulation or publication of the content of the form is not authorized.

Does not presenting the Declaration of Private Interests have any type of penalty?

There are three types of infractions related to the declaration, as reported by article 25 of Law 316 of August 18, 2022:

  • Infringement for defective submission
  • Infringement for non-compliance
  • Infringement for false information

The first of these is sanctioned with two months of salary, the second is equivalent to three months, and the last one is four.

As of March 24th, 2,185 obligated subjects had submitted the Declaration of Private Interests.

El Benemérito Cuerpo de Bomberos de Panamá ha atendido en estos cuatro meses de verano 2 890 llamadas por incendios en todo el país, de los que 1 312 siniestros se han registrado en marzo, mostrando un incremento con el 2022.

WOMEN’S MINISTRY MUST BE STRUCTURED IN SEPTEMBER

President Laurentino Cortizo signed the law that creates the Ministry of Women on March 8th.

In its first weeks as a ministry, Juana Herrera, head of the Ministry of Women, reported that the governmental structure for the new portfolio is being developed, under the coordination of the Ministry of Economy and Finance (MEF).

“We met with the minister (Hector Alexander), who made his entire team available to us, as well as with the General Directorate of Administrative Career and other experts in institutional organization,” summarized Herrera.

The new minister, who was previously the director of the Mental Health Institute, expressed that for the moment, the organizational structure is being put together, and then they will discuss the operating and investment budget they will have.

The Ministry of Women has been initially formed with the structure that the National Institute of Women (Inamu) had, which for this year had a budget of $5,179,805.00.

Of this total, $4.8 million is for operations and only $368,000 for investments, making it one of the lowest budgets in the state administration.

In parallel to its organization, Juana Herrera reported that they are meeting with international organizations that can assist the ministry in implementing policies aimed at women.

“Approaches with international organizations such as the United Nations System, OAS, International Organization for Migration (IOM), to seek support for vulnerable women,” highlighted the minister.

According to Law 375, which creates the ministry, it will be made up of the national directorates of Human Rights, Equal Opportunities for Women with Disabilities, Indigenous Women, Afro-descendant Women, and Rural Women.

In addition, at the advisory level, it will have the directorates of Legal Advice, Communications and Press, International Relations, and Cooperation.

According to the law, the transition of the administrative structure of Inamu to the Ministry of Women cannot be more than six months from the effective date of the law, that is, until September.

THE NATIONAL POLICE HAS APPREHENDED MORE THAN 23 PEOPLE FROM THE MOST WANTED LIST.

Apprehended by the National Police.

According to the National Police of Panama (PN), to date, the apprehension of about 23 individuals who have been on the most wanted lists for committing criminal acts has been achieved.

The arrests have been made for the crimes of homicide, attempted homicide, drug trafficking, gang activity, and rape.

This result is due to the joint work with the Public Ministry (MP), along with the collaboration of citizens at the time of publications, who provide valuable information to locate those wanted for criminal acts.

It is important to highlight that among the arrest warrants that have been carried out, seven people have decided to turn themselves in, after raids were carried out on their family members.

The National Police urges citizens to continue providing this information in order to remove those who threaten the peace and tranquility of the country’s inhabitants from circulation.

FIREFIGHTERS AND GOVERNMENT REACH AGREEMENT AFTER EXTENSIVE NEGOTIATIONS

The firefighters drove fire trucks to protest on Friday.

The Firefighters Union of Panama reached an agreement with authorities on Friday, March 31, regarding a salary adjustment and promotions they had been demanding.

“After extensive negotiations with representatives of the firefighters’ union on rank promotions, we have reached an agreement where both parties are satisfied,” said Minister of Government Roger Tejada on his Twitter account.

On Friday, firefighters had completed their second day of a general strike, demanding that the government fulfill previous agreements on salary adjustments and promotions.

During these two days, the protest action was carried out nationwide, and the leadership reported that they would only respond to emergencies such as structural fires, accidents where people are trapped, or the presence of Africanized bees that endanger people’s lives.

The meeting between government representatives and the firefighters’ leadership began in the morning at the Ministry of Economy and Finance.

On Friday, in the capital city, firefighters held a caravan and mobilized fire trucks on some of the capital’s streets, such as Calle 50 and Via España. They also passed by the surroundings of the Ministry of Economy and Finance, near the National Sanctuary.

The Executive reported that, in parallel with the conversations, they were working on internal audits and reviewing the files of the promoted units. They also stated that recommendations would be made for an administrative modernization of the entire institution.

ELECTORAL TRIBUNAL CONFIRMS PRIMARY ELECTION DATES

Panama’s Electoral Tribunal confirms primary election dates.

The Electoral Tribunal has confirmed the campaign period and primary election dates for four political parties with more than 100 adherents in the country, which includes the positions to be elected, the confirmed dates of nominations, start and end of campaigns, and the date of the election.

Realizando Metas (RM)

For this party, the positions to be elected are the president and the rest of the positions. Their nomination period has already ended, however, their campaign starts from Monday, April 3rd to Saturday, April 29th (president), and from June 1st to 29th (other positions). The RM primaries are on July 2nd and 4th.

Democratic Revolutionary Party

As indicated in the announced schedule, all positions participate in this party, and the nomination period has already closed. Next Monday, April 10th, they will start their campaign, which will end on June 8th, with a view to the primaries on June 11th.

Democratic Change (CD)

For CD, the nomination period for all positions started on March 30th and will run until this Saturday, April 8th. On the other hand, their campaign starts on Monday, May 8th, and ends on July 6th, followed by the primary elections on July 9th.

Panameñista Party

All positions have from Monday, April 17th, to Wednesday, April 26th, to announce their nominations. The campaign starts on Monday, May 22nd, and ends on July 20th, with the primary election date set for July 23rd.

So far, representatives of these parties, which have a vast majority of supporters throughout the country, have officially announced their presidential pre-candidates and other positions for election.

STUDENTS FROM CENTRAL AND WESTERN PANAMA RECEIVE COMPUTERS

The donation was made by The Church of Jesus Christ of Latter-day Saints.

The Ministry of Education (Meduca) received a donation of 145 computers from the Church of Jesus Christ of Latter-day Saints. The devices, with Wifi connectivity, will be delivered to schools in the education regions of Panama Centro and Oeste. The donation was made by the representative of the church, Luis Rojas, to the Minister of Education, Maruja Gorday de Villalobos, in the presence of educational center directors, teachers, and students.

According to Rojas, “it is of utmost importance to strengthen the integral development of children and guarantee access to learning, in equal opportunities, with accessibility to communication.” Minister Gorday de Villalobos pointed out that these actions will gradually bring technological and virtual environments to improve the learning of all students. Additionally, the donation will help to reinforce the existing equipment to attend to the students.

Among the beneficiary schools in Panama Oeste are Monte Carlo, Roberto Chiari, El Limón, Barrio Colón, Potrero Grande, and Tomás Martín Feullet, while in Panama Centro, the computers will be delivered to Guadalupe and Ciudad Santa Fe schools.

Álvaro Parris, from the Roberto Chiari school, said that “this donation will improve the teaching of all students who attend the computer lab daily. These valuable technological tools will allow us to carry out research work and explore different topics offered by technology.”

Classes in Panama, both in public and private schools, started on March 6.

IDAAN SUSPENDS WATER SECTORIZATION FOLLOWING AGREEMENT IN PANAMÁ OESTE

IDAAN suspended water sectorization after agreement in Panama West.

After a closed-door meeting between residents of neighborhoods and the director of the National Aqueducts and Sewers Institute (IDAAN), it was agreed to suspend sectorization and continue looking for alternatives, explained the governor of the province of West Panama, Sindy Smith, stating that the agreement is made “to see how the water issue in La Chorrera is regulated“.

The Governor of West Panama, Sindy Smith, explains that in the meeting between IDAAN and residents of West Coast neighborhoods regarding the water problem, it was agreed to maintain a dialogue table with other residents in order to regulate water in the mentioned district.

We have to understand that the population of West Panama grew in a very disorderly manner, there was no territorial planning, and we are seeing the consequences,” Sindy Smith, governor of West Panama.

The person in charge of the commune, Sindy Smith, mentioned that in the province they currently have “a need for water because the water treatment plant can’t handle more and this area, being a high point, is affected.”

Solution to the lack of drinking water is a new water treatment plant

On the other hand, the governor of West Panama refers to the water problem in La Chorrera, stating that the solution to the water issue is to finish the Howard water treatment plant that is still under construction and the expansion of Mendoza.

“This is a problem that has been going on for many years, and construction permits were irresponsibly granted without requiring developers to reserve water,” Sindy Smith, governor of West Panama, on the water problem.

Previously, the Panama Canal announced the expansion of the Mendoza Water Treatment Plant, as part of the terms and conditions in contract No. 139-2006, celebrated jointly with the National Aqueducts and Sewers Institute.

PANAMANIAN TRUCKERS REPORT THAT THEY ARE VICTIMS OF ROBBERIES IN COSTA RICA

Panamanian truckers report that they are victims of robberies in Costa Rica.

Panamanian truckers complain that they have been victims of theft in the neighboring country of Costa Rica since last year, 2022. Edgar Urrutia, president of the Logistics Business Council (COEL), states that “there have been more than 35 assaults against Panamanian transporters recorded in Costa Rica, and so far this year we have recorded more than 12 assaults.”

This is a situation that has been reported since last year, we have been informing the different authorities about this,” said Edgar Urrutia, president of COEL, about thefts from cargo truckers.

The president of the Logistics Business Council mentions that the thefts from cargo truckers have been carried out with household appliances worth up to half a million dollars, and the modus operandi of the criminals is to steal the truck along with the merchandise, which usually consists of electronic products and high-end clothing.

Yesterday we were once again informed by one of our associates, the Panamanian Association of Freight Agencies, about another assault on one of their truckers in Costa Rica,” said Edgar Urrutia, president of COEL, about thefts from cargo truckers.

It is not only Panamanian truckers but also those from other Central American countries who are affected. They are very concerned about the increase in criminal activity and, for this reason, they are requesting a binational meeting with the Foreign Ministry because it is affecting the country’s logistics and economy sector.

The countries at risk of theft are usually those located in the “northern triangle,” according to the COEL president. “These nations are El Salvador, Honduras, Guatemala, and now Costa Rica, which has been a complaint since last year. This is an organized criminal gang that affects Panama’s logistics hub. With all this, they hope to meet in Costa Rica with the security authorities of Panama.”

The COEL spokesman calls on the authorities of both countries to “hold a binational meeting.”

Este viernes, 7 de abril de 2023, será aplicado la Ley seca a nivel nacional, por tal motivo; han sido suspendidas las actividades relacionadas a la venta y consumo de licores, desde las 12:01 de la madrugada hasta las 12 de la medianoche, por motivo de la conmemoración del Viernes Santo, declara la Alcaldía de Panamá.

La Dirección de Legal y Justicia de la Alcaldía de Panamá reiteró que los infractores a las disposiciones descritas podrán ser sancionados con multas que oscilan entre cien balboas (B/.100.00) y mil balboas (B/.1,000.00).

En atención al decreto Alcaldicio No. 004-2023, los propietarios y/o administradores de cantinas, bares, discotecas, bodegas, parrilladas, cevicheras, restaurantes, tiendas y distribuidoras de ‘bebidas espirituosas’ deberán suspender su venta y consumo en los establecimientos.

La Comuna Capitalina indicó que los “sitios con otras actividades comerciales que operen en esa fecha, como: farmacias y supermercados deberán tomar las medidas necesarias para informar a los clientes de la medida y mantener cancelada el área destinada al expendio de licores”.

También quedan suspendidas en esta fecha y horario, toques de conjuntos musicales, sinfonías, de equipos de audio, karaokes, uso de unidades móviles, conciertos, actividades bailables amenizadas por orquestas u otros medios de difusión o reproducción de música.

La Alcaldía también señaló que “el decreto establece que los agentes de la Policía Nacional, de Seguridad Municipal, Inspectores Municipales, Jueces de Paz, Jueces de Paz Nocturnos y funcionarios de Cumplimiento quedan habilitados para hacer cumplir estas disposiciones”.

FORESTS IN PANAMA: HOW MANY TYPES ARE THERE IN THE COUNTRY?

Forests in Panama: How many types are there in the country?

In Panama, there are two types of forests: mature mixed broadleaf forest and secondary mixed broadleaf forest. They differ in average height, which is greater than 5 meters, and canopy coverage, which is over 30%, as explained by the latest forest coverage and land use map for 2021 presented by the Ministry of Environment (Mi Ambiente).

It is estimated that more than half of the world’s economic production, that is, the gross domestic product (GDP), depends on ecosystem services, and that includes the services provided by forests.

Mi Ambiente explains that in Panama there is a total of 5,945,470 hectares of forests and other wooded lands, which represents 68% of our lands, placing Panama in a privileged position in terms of existing forests in the region.

What are Mature Mixed Broadleaf Forest and Secondary Mixed Broadleaf Forest?

The meaning of “Bosque latifoliado mixto maduro” is the composition mainly of adult trees with large diameters and large canopies. It has a lower presence of understory and a presence in the area of over 40 years, even if selective logging has been practiced.

Unlike the Mature Mixed Broadleaf Forest, the Secondary Mixed Broadleaf Forest is characterized by a greater presence of pioneer species. These are trees with medium or small diameters and their canopies are not large.

Additionally, secondary forests are considered to be scrubland with a height of less than 5 meters that have been declared for forestry purposes, and in Panama there are seven types of these:

  • Mangrove forest: forests in which 60% of the trees present (number of trees per hectare) belong to one or more mangrove species.
  • Orey forest: forests that are composed of 60% of Camprosperma panamensis (orey) species.
  • Cativo forest: forests that are composed of 60% of the predominant species Prioria copaifera (cativo).
  • Rafia forest: natural forest that is composed of 60% of the Raphia taedigera (rafia) species.
  • Planted conifer forest: planted forests whose predominant species belong to conifer species such as pine, fir, cypress, and araucaria, among others.
  • Planted broadleaf forest: planted forests predominantly composed of angiosperm species; that is, broadleaf trees.
  • Scrubland and shrubby vegetation: vegetation composed of different tree and herbaceous species that appears naturally after the abandonment of land under agricultural use, whose average height is less than 5 meters.

Forests are essential for the health of the planet and the well-being of humans. In turn, the forestry sector provides jobs for at least 33 million people, and billions of people worldwide use forest products, said Vaneska Bethancourt, Chief of Forest Cooperation and Financing at the Ministry of Environment.

It is estimated that more than half of the world’s population uses non-timber forest products to improve their well-being and livelihoods.

Forest functionality

The building and construction sector is responsible for nearly 40% of energy-related greenhouse gas emissions worldwide. Innovation is making it possible to use more wood in tall buildings and other infrastructure, helping us “green” our cities because wood stores carbon, its production consumes less energy than many construction materials, and provides good insulation.

Large CO2 absorbers

According to the national greenhouse gas inventory for the year 2019, the forests in the country (including the shrublands) generated a total absorption of 33,947.4 kilotons of CO2 equivalent, which in terms of tons corresponds to 33,947,400 tons.

This level of removals would offset the emissions of 7,314,620 gasoline-powered passenger vehicles driven for one year; or 3,819,894,228 gallons of gasoline consumed.

It is important to clarify that these equivalences are approximate and should not be used for emission inventories or formal carbon emission analyses. They are only useful as reference data.

Reality of forests in Panama

The implementation of the National Forest Restoration Program has had a significant impact on the forests of Panama due to the focus on forest restoration that is evidenced in the recovery of degraded lands and conservation of scrubland that has become young forests, sequestering greenhouse gases.

This is evident in the report of the Forest Cover Map 2021, which was compared with the same methodology used for the Forest and Other Wooded Land Diagnosis of January 2020.

The data in hectares and percentages of Forests and Other Wooded Land for the year 2021 showed an increase of 3% compared to 2019, with a coverage of 68% in Panama.

Deforestation events in the country have had a downward trend since 2000, remaining stable until 2012. However, in 2021 there is a significant decrease from 11,415 ha to only 3,013.86 ha, reflecting a reduction in deforestation. This highlights the importance of having technology such as forest control, traceability and monitoring systems at the national level.
