Once a year, I somehow convince a group of guys to fly down from the USA to Panama for a week of fishing.  Sadly enough, the older I get, the more I seem to have to work and I dont get to go out with them the entire time that they’re here like I’d hoped.  They came down last weekend and although I couldnt hang out with them yet, the good news is that this weekend we’re going to be fishing in Pedasi with the hopes of catching the big one.  As all fisherpeople know however, it’s not entirely about catching fish as it is getting quality time with friends who you wouldn’t get to meet up with any other way.  We love Pedasi, and do everything we can to invest in local businesses and we do so by renting out an entire hotel to ourselves, consuming large quantities of food and “beverages”, as well as investing in gear, fuel and traffic tickets along the way.  It never fails that someone in the group, usually Jay, gets at least one ticket each trip, to the point where we’ve nicknamed him the Cop Whisperer.

WHO DECLARES END TO COVID-19 PANDEMIC

WHO lifts the maximum alert for the COVID-19 pandemic – AFP.

On Friday, the World Health Organization (WHO) lifted its highest level of alert over the COVID-19 pandemic, which left “at least 20 million” dead worldwide, considering it sufficiently under control. “With great hope I declare that COVID-19 is no longer a public health emergency of international concern,” said WHO Director-General Tedros Adhanom Ghebreyesus. The head of the WHO estimated that the pandemic left “at least 20 million” dead, almost three times more than his organization’s official tally.

As of 3 May, the WHO scoreboard showed just under 7 million officially recorded deaths.

The experts consulted by the director general considered “that it was time to transition to a long-term management of the covid-19 pandemic“, despite the uncertainties that remain about the evolution of the virus.

The organization’s highest level of alert was declared on January 30, 2020, a few weeks after the first cases of this viral respiratory disease were detected in China, for which there was then no specific treatment available.

COVID-19 in Panama: How many have registered?

In Panama, 591 new positive cases of COVID-19 were confirmed, bringing the total number of confirmed cases since the beginning of the pandemic in March 2020 to 1,037,324 as of Saturday, April 29, 2023.

From Sunday 23 to Saturday 29, the Ministry of Health did not record any deaths due to COVID-19, maintaining the total number of deaths in the country at 8,620 since the beginning of the pandemic in March 2020 until April 22, 2022.

Covid-19: Panama has Bivalent vaccine

With the arrival of the rainy season in Panama, the Ministry of Health (MINSA) through the Expanded Immunization Program (PAI) announced the 8th shipment of 14,400 doses of bivalent vaccines, which will reinforce the continuous vaccination program for individuals over 12 years old.

HOSPITAL IRMA DE LOURDES TZANETATOS WILL UPDATE SURGERY DATA USING QR CODE

Update data through QR code session.

Starting on Wednesday, May 10th, the Irma de Lourdes Tzanetatos Hospital, located in the 24 de Diciembre area, will begin a data update campaign for patients whose surgeries are still pending.

The objective of this campaign is to streamline the process, reduce the number of pending cases, and offer responses as quickly as possible to all patients who are waiting to undergo surgery.

To update their information, patients must access the QR code printed on posters located in various areas of the Irma de Lourdes Tzanetatos Hospital and fill out the requested information.

If patients have trouble accessing or completing the process, they should go to the Insured Care Unit where they can obtain further information.

The data update campaign is the first phase, followed by a preoperative preparation process, which includes laboratory tests and specialist evaluations, prior to the surgeries being performed,” said Stephanie Levine, Esq., Inspector of the Insured Care Services.

WHO RAISES GLOBAL ALERT FOR MONKEYPOX OUTBREAK

WHO raises global alert for Monkeypox outbreak.

The World Health Organization (WHO) announced on Thursday that the Monkeypox epidemic (formerly known as ‘monkeypox’) is no longer a global health emergency, a year after warning about its spread.

Monkeypox “no longer represents a public health emergency of international concern,” declared WHO Director-General Tedros Adhanom Ghebreyesus at a press conference in Geneva, adding that he had followed the recommendation of the organization’s Emergency Committee.

The WHO Director-General warned that, as with Covid-19, the lifting of the global maximum alert for the monkeypox outbreak does not mean that work is finished regarding its aftermath and spread.

I have accepted that advice, and I am pleased to declare that monkeypox is no longer a public health emergency at the global level,” the WHO Director-General said.

CABINET COUNCIL APPROVED ADDITIONAL APPROPRIATIONS FOR IDAAN AND MINSA

Cabinet approves additional appropriations for improvements in water treatment plants and purchases of medicines.

The Cabinet Council led by the President of the Republic, Laurentino Cortizo Cohen, approved two additional credits from the General State Budget of 2023 in favor of the National Aqueduct and Sewerage Institute (Idaan).

Idaan Director, Juan Antonio Ducruet, explained that the additional credit of 41 million dollars will be used for additional expenses related to environmental emergencies, improvements in various water treatment plants nationwide, particularly in the Rufina Alfaro water treatment plant in Los Santos, and purchases of spare parts.

In addition, an additional credit was approved in favor of the Ministry of Health-Children’s Hospital for the sum of 5,240,858 million dollars.

Dr. Paul Gallardo, director of the Children’s Hospital, explained that these funds will be used to purchase supplies, medications, and surgical equipment. Each year, this hospital attends to more than 200,000 insured and uninsured pediatric patients.

THE FIRST PREFABRICATED HOUSES ARRIVE IN THE HIGHLANDS

The trucks carried the first 50 prefabricated houses.

The Ministry of Housing and Land Use Planning (Miviot) began on Wednesday the transfer of the first prefabricated houses that will be built in the Paso Ancho Urbanization project. This residential area is being constructed in the district of Tierras Altas, in the province of Chiriquí, to provide a solution for families affected by the effects of hurricanes Eta and Iota.

The arrival of these prefabricated houses to the project under construction in the corregimiento of Volcán complies with the agreements reached last Thursday between Miviot and the group of hurricane victims and at-risk areas in Tierras Altas, who had closed the road.

Blanca Miranda, president of the group of victims and at-risk areas in Tierras Altas, said that agreements reached with Minister Rogelio Paredes are being fulfilled and responded to.

The head of Miviot had announced that the first houses would arrive on Wednesday and today the agreement has been fulfilled.

For his part, José Villareal, one of the hurricane victims, affirmed that the word given to the victims is being seen on the ground, with the start of construction of the first houses, through the contracted company Copasa.

Both leaders of the victims went to the project site on Wednesday, where they, along with the regional director of Miviot in the province of Chiriquí, Stephanie Quintero, and the mayor of the district of Tierras Altas, Javier Pitti, witnessed the arrival of articulated trucks with the houses.

Among the agreements reached between the head of Miviot and the victims was the arrival on Wednesday of the first 50 prefabricated houses.

It is expected that in the coming months, the construction of the 116 housing solutions included in the Paso Ancho Urbanization project will be completed and delivered to the beneficiaries.

Once the houses are completed, the procedures for the installation of basic services to the residences will begin in order to be delivered to the qualified victims.

TOCUMEN AIRPORT IS AMONG THE MOST PROMINENT IN THE WORLD.

According to the March 2023 punctuality index (One Time Performance) conducted by the consulting firm Cirium, specialized in aviation information and statistics, Tocumen Airport ranked second as the most punctual airport globally in the medium-sized airport category.

According to the indicators published by Cirium, the Tocumen International Airport achieved an on-time departure rate of 92.15%, slightly surpassed by Osaka International Airport (Japan), which obtained a performance of 93.37% of its flights on time; while the third place was occupied by Arturo Merino Benítez International Airport (Chile) with an OTP (On-time Performance) of 91.08%.

It should be noted that according to Cirium, for an airport, a flight is considered on-time if it departs within 15 minutes of the scheduled time.

The company Cirum is one of the world’s leaders in data analysis. To carry out its research, it relies on the analysis of more than 100,000 flights per day and statistical data from almost 600 sources.

FOURTH BRIDGE OVER THE CANAL RESUMES CONSTRUCTION IN AUGUST

Fourth Bridge over the Canal resumes construction in August.

On Wednesday, May 10th, the Minister of Public Works (MOP), Rafael Sabonge, announced that construction work on the Fourth Bridge over the Canal, which involves an investment of 1.337 billion balboas, will resume in August of this year.

In May 2019, the project was halted by the previous administration after a review of the original design.

The Fourth Bridge is part of the “Widening and Rehabilitation of the Bridge of the Americas-Arraijan Road” project, and currently, there are four banks working with the government to obtain financing, as well as to complete the legal procedures for the trust where the resources will arrive.

Initially, it was planned for Line 3 of the Metro to cross this bridge, however, it is no longer included in the new plans.

The work, which will begin in mid-year, will involve earthworks in Cerro Sosa and the construction of the viaduct that goes from the Corredor Norte to the Fourth Bridge.

The project is expected to take 48 months to complete.

NEUROLOGY ROOM INSTALLED IN THE CITY OF HEALTH

The Neurology Unit that is being installed at Ciudad de la Salud will attend to the population with complicated brain and peripheral nervous system diseases, integrating neurological care with neurosurgery.

We are also completing other support services such as neuropsychiatry, neuropsychology and neurophysiology, which are an important part of the development of this unit,” said Aarón Benzadón, deputy director of this high-complexity center.

The problem of ‘bien cuidados’ is a public order issue that must be addressed and that the population should not see as an informal job,” explained Luis Huerta, director of Municipal Surveillance, in a statement.

Article 12 of Agreement No. 14 of 2017 establishes that it is prohibited to demand or obligate payment or compensation for street surveillance services known as “bien cuidado,” as well as obstructing the public roadway or part of it by placing any object that hinders free circulation or parking in permitted areas.

“Bien Cuidado”: How did this bad practice originate?

According to the official, this problem arises from a gradual loss of public order that “bien cuidado” takes advantage of for undue profit. “These people usurp the public road, which belongs to all Panamanians, to deny it to those who do not pay to use it.”

To be able to end this problem, Panamanians must understand that they cannot participate in this illegal business. In the few places where we have been able to clean up, it has been with perseverance, but we need the support of other security agencies to eradicate this issue,” added Huerta.

In the next few hours, the Family and Minor Section of San Miguelito will put a woman at the disposal of the Guarantees Court for the crime of child abuse in a shopping center located in the Omar Torrijos district, as specified by the Attorney General’s Office in its social media accounts.

ALERT | PANAMA LEADS IN SCHOOL BULLYING IN THE REGION

Panama ranks first in the region for bullying.

Social media has become a window for physical and emotional bullying among students to be publicly exposed, raising the alarm about the levels of bullying in the country.

Unfortunately, Panama has been leading the statistics on bullying in Central America since 2019. This is based on empirical data from reports made to the Global Organization for Bullying Prevention.

These reports, according to Victor Alejandro Smoly, the executive director of the organization, are made by students, parents, and teachers, accounting for 48.1% of the reports in the region.

According to Smoly, they receive about 28 reports per day through their website, and the figures are increasing, with the district of San Miguelito having the most reports, followed by the provinces of Colon, Chiriqui, Panama Centro, and Panama Oeste.

In response, the expert called for existing laws, such as Law No. 285 and Law No. 289, to be strictly enforced, as while they are preventive, they do not impose penalties.

The lack of values is killing the youth, not only in our country, but also worldwide. There is an impressive lack of values, and the level of cruelty of children has reached unimaginable levels, and social media has magnified it,” he emphasized.

He also urged schools to prevent this type of bullying, which, although it begins at home, must have tools, methods, and protocols not only to identify but also to prevent them and guarantee the lives of students.

On the other hand, there is a generation that, no matter how present they are physically, is completely absent in emotions and values. “There are only two types of parents, those who have values and those who do not,” he added.

Annually, bullying is the cause of 260,000 suicides worldwide, so it is not only school bullying as such but also “child terrorism.”

That nearly 50% of bullying in Panama is equivalent to almost half of the student population suffering from this problem.

In Panama, we have an average of 5,200 schools, and being conservative with the numbers, we have at least 2 minors per school who are on the verge of suicide due to school bullying,” he warned.

ACODECO: WHAT SHOULD YOU KNOW BEFORE BUYING A USED CAR?

ACODECO: Read this before you buy a second-hand car.

After the Authority for Consumer Protection and Defense of Competition (ACODECO) warned consumers about buying used cars from economic agents who engage in deceptive sales practices, they recommend verifying the physical address of the agent before making payments or paying in full.

The institution pointed out that some of these companies are operating under various business names and are engaging in possible acts of fraud.

The warning comes after a recent increase in complaints from buyers of used cars who have approached ACODECO to file complaints against these economic agents. The institution informed that affected consumers should go directly to the Public Prosecutor’s Office.

The complaints dealt with by the Authority against these economic agents total 298 and are distributed as follows:

The anomalies found make it impossible for consumers to reach an agreement or for the institution to continue processing their complaints under consumer protection rules through the Complaint Resolution administrative process, resulting in the case being referred to the Enforcement Court due to non-compliance with ACODECO’s order or the certified copy of the file being forwarded to the Public Ministry or the Peace House, depending on the amount of the complaint.

The Authority reiterates that seeking advice from a qualified mechanic or trusted person prior to purchasing and conducting road tests (where possible) of the motor vehicle being purchased; documenting the transaction and demanding proof of payments made, mitigates the possibility of being scammed in the purchase.

It also recommends to those interested in buying a second-hand car that the payment receipt or invoice should detail the general information of the car being purchased, such as the make, engine, model, and color, as there are cases where the information of another vehicle’s make, and model is recorded.

NEW DIRECTOR OF PANAMA’S FIRE DEPARTMENT APPOINTED

New director of the Panama Fire Department is appointed.

This morning, it was announced that Colonel Ernesto De León Echevers has been appointed by the President of the Republic, Laurentino Cortizo Cohen, as Acting General Director of the Benemérito Cuerpo de Bomberos de Panamá, replacing Colonel Abdiel Solís who resigned from the position.

Colonel De León Echevers holds a degree in Electrical Engineering with a Specialization in Power Systems and Electronics from the Technological University of Panama, and has a postgraduate degree in Firefighting and in Business Administration and Management, both from the Antonio Nebrija University in Spain.

The new General Director has 20 years of experience in contract management for construction and maintenance, with emphasis on budget control, direction, and performance evaluation, and over 24 years of experience in design, inspection, auditing, and quality control assurance with emphasis on low, medium, and high voltage electricity systems.

He also specializes in consultancy development, including auditing and expert analysis of construction and maintenance contracts in industrial and residential systems, as well as identification, planning, and projection of cash flow, and has also worked as a teacher, among other things.

I was going to create my own list of species in Panama that we’ve caught, but instead I’m going to post this link to the Pana Fishing site that offers the exact information and avoid plagiarising anyone.  Thank you pana fishing for your hard work!

Most interesting fish species:   

While roosterfish, cubera snapper, yellowfin tuna and amberjack are the emblematic species of Panama and the most sought-after species for popping and jigging addicts, the waters of the Tuna Coast are blessed with an amazing variety with no less than 35 interesting species being caught regularly on artificials. Days with 12 or more different species caught and released are quite usual.

Snappers

Cubera and mullet snappers are the most prized. Both provide a strong fight that will aim straight for the bottom. For that reason, cubera snapper is recognized as being the ultimate challenge on spinning gear, and any fish over 30 lbs should be considered a trophy. The Tuna Coast average cubera is bigger than anywhere else in the world. Besides those 2 bruisers, 5 other interesting species of snapper are abundant in our waters: silk, barred, yellow, dotted and colorado.

Roosterfish                                                   

Roosterfish are the emblematic gamefish of Central America for a good reason. They grow big and beautiful, they are hard to fool and offer a hard and spirited fight that reminds that of a permit, with numerous fast and long runs in every direction. There’s nothing quite like the sight of a raised rooster fish comb behind your popper. To catch a trophy roosterfish on artificial is an ambitious target, but know  there is no better place to try than here.

Amberjack

The well named reef donkeys are strong fighters and hard strikers that will put your jigging tackle (and your arms) to the test. There are 3 species of amberjacks in Panama, but the fat and rounded almaco jack is the one that grows to world record size here, with various caught specimens over 100 lbs and considerably more lost.

Jacks

The 5 species of jacks that are pleintiful in Pedasi are the jack crevalle, big eye, thread and african pompano, and the bluefin trevally. Jacks are often found in huge shoals and display incredibly aggressive behaviour, which makes them very fun to catch, especially on light popping gear. When they are on fire, double and triple hookups are a given on every drift, and you will probably want to leave the madness after you’ve got a dozen. Other option: take off the hooks and enjoy the show!

Groupers

Groupers of all sizes can be found as shallow as 40 ft. deep. Goliath and broomtail grouper are the species that grow the biggest. Jigging metal or soft plastic is the way to go for those fat, grumpy fish. We try not to kill any, but if they can’t be released you are in for one of the best eating fish around !

Yellowfin tuna

Schoolie YFT are here year-round, sometimes as close as 10 minutes away from the anchorage. They are not too picky and offer good fun, reliable action and explosive takes on topwater. The bigger ones are in another league and for sure the most painful fish to fight with a spinning outfit. No other specie can compare to tuna when it comes to stamina.

Dorados

Although rarely targeted, dorados are caught regularly from May to December. They are found offshore but they also visit the inshore spots, sometimes as shallow as 30 ft. Usually an opportunity target, they can also be targeted specifically when there are logs and debris around. Not the best fighter, but a demonstrative jumper and without a doubt a beautiful, one-of-a-kind critter. We recommend using light tackle to double the fun. The best thing about it is probably to see them all lit-up, going after your lure.

Wahoo

Just as with dorados, pursuing wahoo is time consuming and therefore not something we would usually do. However, it is not unusual to have one attacking your popper while casting inshore. Landing it on spinning gear though, requires skill and a good amount of luck, but it certainly is a catch you can brag about when back home. Wahoo will put up the fastest runs you may experience. The question is, can you reel fast enough when they swim towards the boat ?

Sharks

While we don’t really target sharks, they do attack a popper or a jig from time to time and put up a very strong fight. Seeing a 6 ft. blacktip launch completely out of the water with your popper in its mouth is guaranteed to get your adrenaline pumping… Besides blacktip, sharks we catch here include hammerhead and bull.

And also: sailfish, sierra mackerel, pacific bonito, marlin, rainbow runner, corvina, barracuda, tarpon, milkfish, needlefish, permit, snook,  etc.
