Panamanian political pandemonium is upon us and it would be the best kind of comedy if it weren’t so annoying.  The aggression associated is paramount – the political party “RM” which was created by Ricardo Martinelli, but actually means “Realizando Metas” (Achieving Goals in English), recently protested in the streets of San Miguelito and illegally blocked passage through the Panama Pacifico Highway (Corredor de Los Pobres as the locals call it), demanding fair trials for their boss.  This is the same guy who left the PRD (Partido Revolucionario Democratico – Democratico Revolutionary Party) to create the “CD” (Cambio Democratico – Democratido Change) party, and became president 2009-2014, only for his party to lose reelection to his arch enemy and former Vice President, Juan Carlos Varela.  Panama’s constitution does not allow for consecutive presidencies in it’s already length 5-year term.  Could you imagine 10 straight years of _______ (insert your most hated president’s name here)?  His sons, by his direction, were tried and sentenced to prison in the USA thanks to their father’s involvement in the Odebrecht scandal.  Also, one by one, nearly everyone who worked in Martinelli’s cabinet and other offices of importance are being tried and sentenced for “peculado”.  The most recent was Emma Reyes, former director of the UAF (Unidad de Analisis Financiero or Financial Analysis Unit) was sentenced to 10 years in prison for taking money from the government.  The report stated that 2 others were also sanctioned with 84 and 30 months in prison for the same crime.

What does the UAF do?  The Financial Analysis Unit is the national center for the collection and analysis of financial information related to the crimes of money laundering, financing of terrorism and financing of the proliferation of weapons of mass destruction, as well as for the communication of the results of that analysis to the country’s investigative and law enforcement authorities.  It has financial, human, and technical resources that guarantee its operational independence in the performance of its intelligence information analysis and management functions.  (This, taken directly from their website:  https://www.uaf.gob.pa/Quienes-Somos)  To summarize, the director of the very entity that investigates major financial crimes, in Martinelli’s government, was committing major financial crimes herself.

The current VP of Panama is also running for president.  I’m not going to get into the allegations, but will instead criticize his billboards.  He has this signature grin that screams “used car dealer” that annoys the hell out of me.  But, the photo they chose for him and I’m sure he approved, apart from that stupid smile, has him standing with slouched shoulders, a closed fist and his hand over his… …empty soul?…  who in the hell knows what’s in that void of a heart?  It looks more like a poster for a pedophile’s version of Viagra than anything presidential.  And you can’t drive through Casco Viejo and other -population-dense areas, without someone’s car decked out in political paraphernalia, blaring words of love and passion about why you should vote for so-n-so.  One in particular is Crispiano Adames, or simply “Crispiano”… …it’s interesting that this candidate doesn’t have a nickname.  So many in history have had nicknames and if you didn’t, you weren’t politician material.  Ernesto Perez-Balladares, former president was “El Toro”.  Ricardo Martinelli is “Ricky”.  Beby Arango was… …oh yeah, “Beby” is the nickname.  Now what was his real name??  But I digress, Crispiano, which loosely translates to “Crunchy Anus” could also mean brittle, fragile or fried, depending on your personal interpretation of the word “crispi”.  But, “ano” is always “anus” except for when you intended to put that squiggly thing over the top of the “n” and meant to wish someone a happy new anus.  What nickname would you give Crispiano if you were his political manager?  Maybe “Preparation H”?

Starlink, internet service in Panama: How much does it cost?

Through satellite internet, people will be able to pay (on offer) $250 for the equipment for unlimited time, as announced by the company Starlink, owned by billionaire Elon Musk, through its website, which indicates that unlimited data and high-speed internet will have a monthly cost of $52.00 with a one-time hardware fee.

“Starting today, the company @Starlink from @SpaceX begins operations in Panama. This innovative technology contributes to the multiple actions that our government promotes to expand connectivity and bring high-speed satellite internet to different areas of the country,” wrote President Laurentino Cortizo.

This discount will be available until June 1, 2023, with the convenience of having access to internet signal in remote and rural areas worldwide.

Starlink, will be used for internet in schools.

Through Starlink’s satellite internet, the aim is to close the digital divide and improve connectivity, especially focusing on schools, explained Luis Oliva, the administrator of the Government Innovation Authority (AIG).

“Yesterday, the company Starlink announced the start of operations in Panama. This is satellite internet, a work that we have been doing with the company for over two years,” said Luis Oliva, administrator of the AIG.

According to Oliva, “one of the main objectives is to close the digital divide and achieve connectivity for Panamanians, especially focusing on schools. We have over 1,089 schools nationwide that do not have internet.”.

How much will the internet project cost schools?

The person in charge of the Innovation portfolio explained that it is a project that initially would have cost B/.70 million, but now they highlight that it will cost “less than B/.30 million, and we will be able to have greater coverage. In the coming months, we will be carrying out the contracting process for the first 500 schools using this technology.”

On the other hand, Oliva mentions that “it is a technology that involves satellites, a constellation of satellites at an altitude of approximately 500 kilometers, compared to the ones we currently use, which have satellites at an altitude of 35,000 kilometers. These satellites can be seen even on a clear night.”

NEW COMPANIES IN FREE ZONES WILL INVEST MORE THAN $5 MILLION

A few days ago, the 9th edition of the World Free Zones Congress was held, organized by the World Free Zones Organization. The Deputy Minister of the Ministry of Foreign Trade and the Director General of Free Zones of the Ministry of Commerce and Industries (MICI) participated in the event.

During the meeting, they interacted with the International Free Zone Association (IFZA) based in Dubai, United Arab Emirates, who expressed their intention to replicate their free zone model in Panama.

The representatives of Panama sought to attract the interest of foreign investors to establish themselves in the free zones of Panama.

Today, MICI announced that the National Free Zones Commission (CNZF) has approved three new licenses for the establishment of companies: Latin Gas Consulting Corporation, Momo Homes Panama, S. De R.L., and Dug Spirits, Inc. These multinational companies will make a joint initial investment of over 5 million dollars in the Albrook and Panapark free zones.

The establishment of these companies, originating from the United States, Australia, and Spain, will create over 100 new direct and indirect jobs in the areas of manufacturing, assembly, and back-office operations.

“Undoubtedly, the decision of these companies to apply for these licenses reaffirms the confidence that the business sector has in the Free Zones regime, whose growth has a positive impact on the country’s economic acceleration,” added the Minister of Commerce, Federico Alfaro Boyd.

What is a free zone?

According to the General Directorate of Free Zones of the Ministry of Commerce and Industries (MICI), free zones are a special, comprehensive, and simplified regime for the establishment and operation of companies that contribute to the country’s development, job creation, and foreign exchange generation, integrating into the global economy of goods and services, promoting investment, and fostering the economic,  scientific, technological, cultural, educational, and social development of the country.

Currently, according to information from MICI, there are 10 active free zones, 4 in the installation process, and 6 under construction.

The main free zones are Corozal Free Zone, Panapark, and Albrook Free Zone. The majority of the over 100 companies located in free zones are engaged in service and logistics activities.

In the first half of 2023, the Free Zones Commission has granted licenses to 9 companies, half of which are dedicated to providing logistics services.

STATE OF EMERGENCY DUE TO EXTENSION OF DROUGHT COULD BE DECLARED

State of Emergency for extension of drought could be declared.

The Executive Branch does not rule out declaring a State of Emergency in response to the effects of the prolonged drought. For this reason, President Laurentino Cortizo, along with his advisors, is evaluating everything related to the damages caused by the El Niño phenomenon.

“The lack of water definitely impacts grain production, meat, milk, and the entire agricultural sector,” said Carlo Rognoni, the Director of the Agricultural Marketing Institute (IMA).

The Director of the IMA explains that various options have been considered to support farmers, stating, “We have been exploring alternatives, such as the Ministry of Agricultural Development supplying hay bales, feed, and molasses to producers in Azuero.”

State of Emergency: Could Rice Be Scarce?

Authorities are evaluating options in response to the effects of the extended dry season, including the declaration of a State of Emergency. The head of the Marketing Institute explains, “Another issue we are addressing is the delay in rice planting this year due to the lack of rain. The vast majority of rice production in Panama relies on rain rather than irrigation.”

“The declaration of a state of emergency should definitely be based on scientific grounds… It seems that the rainy season is approaching, but the Ministry of Agricultural Development (MIDA) and the sector’s team are preparing for a contingency due to lack of rain,” the director points out.

As a result, rice producers in the province of Chiriquí are facing challenges due to the lack of rainfall. They state that they have been unable to plant the necessary quantity to meet national demand, resulting in a deficit of approximately 5,000 hectares.

Director Carlos Rognoni mentioned, “We hope the rainy season begins and that the declaration of a state of emergency is not necessary. Regarding rice, we are evaluating the possibility of importing to compensate for domestic production.”

NEW PRICES PUBLISHED, VALID UNTIL JUNE 2ND.

For these weeks, fuel prices have decreased both in the province of Panama and in different cities across the provinces.

On Wednesday, May 17, fuel prices in Panama were published, valid from May 19 to Friday, June 2, 2023, for gasoline with 95 and 91 octane and for diesel.

A gallon has 3.078 liters of gasoline.

Until May 31, the fuel subsidy of B/ 3.25 will be maintained for 91 octane and diesel, aiming to contribute, according to the Government of Panama, to public, collective, and selective transportation, as well as to promote economic growth, job creation, and the advancement of agriculture, livestock, industry, manufacturing, fishing, construction, trade, industry, and tourism.

MORE THAN $4 MILLION IN COUNTERFEIT MERCHANDISE SEIZED

They seized more than 326,000 counterfeit brand products.

Panamanian authorities announced on Wednesday that they seized over 326,000 counterfeit products, including popular brands like Nike and Louis Vuitton, worth 4 million dollars, marking it as the “largest seizure” for the “crime against industrial property rights.”

“This is the largest case of industrial property we have had; there is no reference to any investigation where such a volume of counterfeit merchandise has been found,” said Ricaurte González, the prosecutor specialized in Intellectual Property Crimes, to EFE.

Under the operation “Maverick,” the Panamanian Police found “sneakers, sandals, clothing, covers, batteries, chargers, and cellphone accessories” from brands such as Nike, Jordan, Adidas, Louis Vuitton, Calvin Klein, Tommy Hilfiger, and Crocs, last May in a warehouse located in a neighborhood in Panama City, after over a year of investigations, as reported by the Public Ministry (MP,  Prosecutor’s Office) of Panama.

Authorities have arrested an individual who will be brought before a judge, as they were the “supplier or provider” to “markets” or “small shopping centers” for reselling these products, as detailed by the prosecutor.

He added that now the Prosecutor’s Office must “unravel how (the counterfeit merchandise) enters the national territory and how it manages to evade customs controls.”

“Panama has a particularity in its legislation. Precisely because we are a transit country, we have the power to detain merchandise that is in transit,” González added.

“During these months of investigation, we identified some individuals engaged in sub-selling these items, but they were of lesser quantity. The objective of this operation was to reach the distribution center,” stated Sergio Delgado, Commissioner of the National Directorate of Judicial Investigation of the Police, to EFE.

The Panamanian Prosecutor’s Office explained that commercializing counterfeit branded articles is a crime punishable by up to 6 years in prison, as it is an activity that affects the economic order.

SCHOOL HOLIDAYS FIRST TERM 2023: WHEN DO THEY START?

School holidays first term 2023: When do they start?

The first school holidays at the end of the first trimester in Panama will be one week long, from June 5th to June 9th, 2023, according to the academic calendar published by the Ministry of Education (MEDUCA). This applies only to students in public and private schools in elementary, middle, and high school.

The second trimester, according to the educational calendar, starts on June 12th and ends on September 8th, spanning 13 weeks. The break for students will be from September 11th to September 15th.

Once the first trimester is completed, students who have successfully passed the period will be eligible for the Universal Educational Social Assistance Program (PASE-U), provided by the Institute for the Training and Utilization of Human Resources (IFARHU).

During this first week off, with more flexible post-COVID-19 restrictions, many parents have chosen to plan their vacations or save up to travel with their children to different places, such as:

MIGRANTS COMPLAIN ABOUT THE HIGH PRICES THEY ARE BEING CHARGED TO TRANSPORT THEM TO NICARAGUA.

Irregular migrants in the Paso Canoas area, on the Costa Rican side, have expressed dissatisfaction with the lack of progress made by migration authorities and international organizations in Costa Rica to facilitate their journey through the country towards the border with Nicaragua.

They claim that they are being forced to take a bus from Paso Canoas to the Peñas Blancas border with Nicaragua at very high prices. Many of these irregular foreigners who arrived from Panama at the Costa Rican border do not have the money to pay for this bus service provided by the Costa Rican government to transport them to the Nicaraguan border, which leaves them stranded in this border area unable to continue their journey. The majority of these irregular migrants are Venezuelans, Cubans, and Ecuadorians who are seeking to reach the United States through this route.

They mentioned that they have faced many difficulties during their journey, especially in the Darien jungle, which has left them without money and stranded in Costa Rica. They stated that they are being charged excessive amounts for transportation and therefore call on international organizations to pay attention to this situation and ensure a fair price for this journey.

On the Costa Rican side of the border with Panama, there are officials from international migration organizations, as well as the Red Cross, providing logistical support and food assistance to these individuals, some of whom are stranded due to lack of money to continue their journey through these Central American countries towards the United States.

Meanwhile, the National Migration Service announced the reinforcement of verification and patrol operations along the migrant route towards the Paso Canoas border.

PANAMA HOSTS INTERNATIONAL GAMING SUMMIT

Manuel Sánchez, Executive Secretary of the Gaming Control Board (JCJ) of the Ministry of Economy and Finance (MEF), inaugurated the Seventh Ibero-American Summit of Gaming in Panama.

According to Sánchez, in the country, the regulated gaming industry is supported by legal security in gambling, generating employment, and driving the economy.

Various speakers from 16 countries such as Colombia, Paraguay, Portugal, Bolivia, Puerto Rico, and Argentina participated in this summit, providing instructions on strengthening the regulations of the gaming industry for the participants.

The topics discussed during the summit were:

He pointed out that the gaming industry in Panama has regulated online gambling, generating revenue for the Panamanian government. It currently sponsors football leagues, journalist programs, contributes to the national team, and has implemented regulations for televised bingo.

“The current administration of the JCJ also created the Office of Responsible Gambling, which provides professional assistance to compulsive gamblers through a qualified psychologist. These individuals will later be assisted through free clinics, which are among the projects to be implemented by the institution,” Sánchez concluded.

The Municipality of Panama once again emphasized to taxpayers interested in opening an Operations Notice to adhere to the activity they are going to carry out, in order to avoid an increase in their municipal taxes.

“When people want to open an Operations Permit, it is important to only include the activities they are going to perform, because we find taxpayers who include more than one activity and are unaware that each of these generates taxes,” expressed Yareth Murillo, Second Executive Judge of the Municipality of Panama.

Experience indicates that during the course of the business, additional activities are added that are later discontinued, but they forget to request the cancellation from the Municipality of Panama. “This does not prevent account statements and interests from continuing to be generated, and the Municipal Treasury has no way of knowing that a business has been closed,” she pointed out.

Alternatively, the official recommended that individuals who decide not to continue with their commercial operations communicate this through Panama Emprende, without neglecting the formal procedure with the Municipality of Panama.

“It is very important for the taxpayer to communicate the closure of their business to the Municipality, following a series of requirements available on our website mupa.gob.pa, as this will cut off the flow of monthly accounts and allow them to formally close their business,” she emphasized.

On the other hand, the judge explained that the institution implements a series of measures that will allow taxpayers to address their tax debts. For this, “the person must go to the Municipality of Panama to analyze their case and determine the best option, whether it is full payment of the debt or a payment arrangement that suits their current economic situation.”

“It is very important for them to come to our offices since we are open to provide all the information they require at the Executive Court, and to offer them the necessary payment arrangements and guidance to get up to date with the Municipality of Panama,” she concluded.

INVESTIGATION OF POISONING OF ABOUT 11 STUDENTS IN ANTÓN

Authorities are investigating the poisoning of approximately 11 students in Antón.

At least 11 students from a school in Antón arrived at the emergency room of a hospital in Penonomé with symptoms of poisoning diagnosed by specialist doctors. Authorities are investigating the incident and conducting raids on a nearby kiosk.

The incident occurred yesterday, Tuesday, May 16, in the morning, after the students consumed candies.

TRAVEL EXPENSES APPROVED FOR CSS PATIENTS WHO MUST TRAVEL FROM THE INTERIOR TO THE CAPITAL

The Budget Committee of the National Assembly approved the reallocation of funds to the Social Security Fund (CSS) to ensure medical care for patients who need to be transferred from rural areas to the capital city to receive medical attention.

The purpose of the fund transfer, according to the CSS, is to “guarantee the transportation of patients from rural areas who require medical care in the capital city.”

For this purpose, over 1.4 million dollars have been allocated to cover the costs of travel, lodging, and meals for patients and their companions in 2023. The fund will cover all patients who need to undergo treatments or receive medical attention at hospitals in Panama City.

Some of these travel arrangements are for long stays, stated Edwin Rodríguez, the deputy director of the CSS.

An additional amount of over 2.1 million dollars was also approved, which will be used for corrective maintenance of teleradiology equipment in the institution. This amount will also cover the payments related to the support of the technological platform for the information and diagnostic imaging system.

In total, over 3.6 million dollars were approved by the Budget Committee of the National Assembly, with the aim of “improving the quality of life for people in need of medical attention,” according to the institution.

Today, President Laurentino Cortizo of Panama held a ceremony in the Yellow Hall of the Palacio de Las Garzas to present the National Decoration Marta Matamoros Order in the Grade of Grand Medal of Merit to two Panamanian women, Zelideth Rosales and Evangelista Gutiérrez, as a recognition of their exemplary lives in service to the country.

“Both Panamanian women have a trajectory in the professional, political, and cultural fields, and they have made valuable contributions to the construction of a more just and equitable society, contributing to the strengthening of the nation and the consolidation of our democracy,” the president’s tweet shows.

Zelideth Rosales was honored for her artistic virtues, her contribution to gender equality, and her contributions to the consolidation of national identity.

FIRE CONTROL IN CERRO PUNTA

This is Cerro Punta this Sunday, May 14, 2023.

After several days of hard work, personnel from various entities, as well as volunteers, managed to control the fire on the summit of Cerro Punta, in the Tierras Altas district of Chiriquí.

Nadia Samudio, from the Fire Department in Chiriquí, said on Sunday, May 14th, that the fire had been contained and no longer poses a risk to protected areas in the area.

Only a column of smoke remains, located in an area that is difficult to access. She assured that there are no flames at the moment. “Everything has already burned, and only some embers remain,” she stated. “We can say it is 96% controlled,” she added.

For this reason, firefighters and other institutions are conducting monitoring every two hours.

At least 86 people worked directly to completely control the fire, which started on May 10th.

The flames affected about 5 hectares of the La Amistad International Park.

Hurricane season: When does it start and in what month does it end?

The Institute of Meteorology and Hydrology of Panama (IMHPA) has announced that the hurricane seasons for both the Eastern Pacific and the Atlantic have begun. In the case of the Eastern Pacific, the hurricane season started on Monday, May 15th, and is expected to last until November 30th, 2023.

Hurricane season: How many cyclones will there be?

The statement from IMHPA indicates that there will be a total of 24 cyclones expected in the Eastern Pacific. It also forecasts 15 storms for the cyclone season in the Pacific, out of which 8 could potentially develop into hurricanes, with up to 4 reaching category +3.

Once the hurricane season begins for the Atlantic, a total of 21 tropical cyclones are expected. Additionally, it has been projected that there will be between 13 and 14 tropical storms, with 6 to 7 of them potentially becoming hurricanes, and up to 3 reaching category +3.

The names approved by the World Meteorological Organization (WMO) for the tropical cyclones in the Eastern Pacific for 2023 are as follows:

It is important to mention that the hurricane season in the Atlantic is the period in a year when hurricanes typically form in the Atlantic Ocean. The hurricane season usually lasts from early June to late November.
