Today’s topic is on gullibility.  Whether you’re from the USA, somewhere in Europe, or have simply been branded as a “gringo” even though you’re from South Africa, someone in Panama has tried or will try to pull a fast one over on you.  Sometimes it’s on purpose and sometimes it starts off as unintentional, but ends up with the good gringo getting shafted just the same.

The topic starts from a post that I read this morning.  I don’t remember the exact wording, but the questions are all the same:  “Is there some recourse that can be taken when someone takes money for a project, but doesn’t do the job?”, or “Is it legal for someone to install used parts in your car, when you paid them for new parts?”, or “what can I do if someone doesn’t transfer the title to the land we paid for?”.

My answer to the post was to initiate legal action through the respective “Juez de Paz” or “Justice of the Peace”.  Of course, prevention is always the best medicine.

Having been here for over 30 years now, I can assure you that I’ve had my own fair share of incidents and have most certainly been screwed over even when I’ve taken some good prevent measures.  It happens.  Once case in particular, I was selling my house and needed to clear out the brush and chop down some ridiculously over-grown Ficus plants that the previous tenant had allowed to take over the back yard.  (And by “previous tenant”, I mean “Ex-wife”.)  I asked someone if they knew of a couple of guys that would work to chop it all down and remove it and was sent 2 lanky guys with machetes.  The deal was to pay them each $20 per day for what would probably be 3 days of work, which was my first mistake.  Never pay by the day, not even if it’s just one day of work.  Instead, pay for the job at hand.  I couldn’t be on site supervising, so I waited until Day 3 to see how they were doing.  To my surprise, they were only halfway done with the cutting, which is ridiculous as the lot isn’t even 100 m2.  So I accepted to pay them one more day of work, but forgot to tell them that I’d show up that day before noon.

I get there around 1030am only to note that they hadn’t done anything yet, but instead were each inside my house, in separate bathrooms, getting high on crack cocaine.  So, I escorted them out of the house and had them go to work as I sat there and watched the whole process.  Yep, I wasted an entire day watching a couple of wasted assholes chop down plants with machetes.  I made sure that they had food and water available, as I did each of the previous days, but this time, I didn’t budge.  Still not finished, I told them to come back the next day to finish up, and they did.  But, just as the previous day, I stayed right there watching diligently until they were done.  Then, when they did finish up, we had a truck come and pick up all of the brush and whatnot and I paid them each for 3 days of work.  That was my second mistake.  Yes, they complained and they complained to the Corregiduria (today’s Juez de Paz) and they sent the cops to see me.  My explanations were even more useless than the two crackheads I inadvertently hired for the work.  They actually complained saying, “We worked twice as hard on the last day, the day that he won’t pay us for!”  Yeah, no shit, it was the only day you were supervised.  I paid them and avoided further problems, but I did get the last laugh telling the police that they should frisk all of us in the event we had any illegal paraphernalia on us; obviously I meant “on them”, but didn’t want to show any further discrimination.  Shockingly enough, both of them had trace amounts of an illegal substance on them.  They were detained and fined in night court for $200 each.

So, gullibility.  Sadly, we should never assume someone is going to do the right thing.  And if we do, because we have no other choice, make sure the impact of a loss, and the level of risk are low.  The house was empty, so there was nothing to steal.  Leaving them alone only meant I wasn’t going to get the biggest bang for my buck.

Never pay for anything full in advance.  If they ask for money up front to purchase materials, then go with them to purchase said materials.  Offer to pay the fees in integral amounts and only after reaching project milestones.  When you see they’re 40% done, give them 40% of the money quoted.  If the person is so broke that they don’t have money for transportation, then by all means give them a few bucks to get back the next day, but don’t go overboard. 

When it comes to land or other property purchases, get a real estate lawyer that has a proven track record.  Get them involved in every aspect of the process, especially the review of titles, registry and contracts.  You may be the king of real estate where you come from, but Panama laws are different, including the fact that no contract is legal unless it’s written in Spanish.  If you can’t read Spanish, then you’ll need a legitimate and authorized translator as well.  Don’t skip any steps.

We can’t avoid being trustful if you’ve been raised right, but when it comes to local customs and laws, never trust anyone including yourself.  Prevention.

6.6 MAGNITUDE EARTHQUAKE REPORTED BETWEEN PANAMA AND COLOMBIA

A magnitude 6.6 earthquake with its epicenter in a remote location on the border between Panama and Colombia shook parts of both countries on Wednesday night, with no initial reports of casualties or material damage, according to the United States Geological Survey (USGS).

The earthquake occurred at 10:05 pm at a depth of 10 kilometers and 40 kilometers from the municipality of Puerto Obaldía, Panama, in the waters of the Caribbean Sea, according to a bulletin issued by the USGS.

Authorities in Colombia and the United States ruled out possible tsunamis following one of the strongest seismic events in the region in recent years.

In Panama, according to the National Civil Protection System (Sinaproc), the earthquake was felt in the jungle region of Darien, the metropolitan area of Panama City, the province of West Panama, adjacent to the country’s capital, and in the indigenous Guna Yala region in the Caribbean.

However, “there are no reports of damage,” Sinaproc added on its Twitter account.

Users of that social media platform recorded the strong ground motion through several videos on both sides of the border.

The Geosciences Institute of the University of Panama did not report the earthquake on its social media platforms. Several people on social media in Panama reported feeling the seismic event.

5.0 EARTHQUAKE SHAKES SANTIAGO DE VERAGUAS

5.0 earthquake shakes Santiago de Veraguas.

In the province of Veraguas, the Geosciences Institute of the University of Panama (IGCPanamáUP) reported a magnitude 5.0 earthquake with a depth of 2 kilometers. According to the institution, the seismic event had its epicenter in the city of Santiago in the mentioned province.

SINAPROC reported the incident as a “preliminary magnitude 5.0 earthquake, with an epicenter 37 kilometers from Santiago, felt in Herrera, Los Santos, Veraguas, Coclé. At the moment, there are no reports of damage or injuries, and our personnel are monitoring different provinces.”

During the night of Wednesday, May 24, an earthquake measuring 6.6 on the Richter scale was reported in Puerto Obaldía, Guna Yala region. It was felt in the capital city and coastal areas. The National Civil Protection System (SINAPROC) reported no injuries.

A preliminary magnitude 6.6 seismic event is reported in the border area between Panama and Colombia. It was felt in Darien, Panama, Guna Yala, and West Panama. There are no reports of damage. We continue to monitor.”

The seismic movement was also felt in the neighboring country of Colombia, where the Colombian Geological Service reported a preliminary magnitude 5.4 earthquake on the border with Panama. PANAMA HAS A NEW HIV TREATMENT

Minsa reported that the treatment was delivered to the Santo Tomás Hospital.

The Ministry of Health (MINSA) reported on Monday that it has available in its warehouses a new treatment for HIV, and it is projected to be delivered to the antiretroviral treatment clinic located at the Santo Tomás Hospital by June.

This new medication is Darunavir. It is known as an inhibitor and consists of a booster that avoids taking multiple tablets of various medications,” said Carlos Chávez from the HIV program at MINSA.

He also mentioned that Panama has purchased 1,100 vials (which would cover the remaining months of the year) and they are already considering managing the purchase for next year, which would include the rest of the country.

Chávez explained that an initial purchase was made to benefit 85 patients nationwide who follow a specific HIV treatment regimen.

SEARCH FOR MADELEINE MCCANN RESUMES, 16 YEARS LATER

The Portuguese police, in collaboration with German and British agents, resumed the search for the British girl Madeleine McCann on Tuesday in southern Portugal, 16 years after her disappearance, amid a strong security operation.

The police operation took place at the request of the German authorities at the Arade dam, about 50 kilometers from Praia da Luz (where the girl disappeared in 2007) and one of the places frequented by the main suspect, Christian Brueckner.

Under the observation of dozens of Portuguese and foreign journalists, several police teams and a canine unit worked on the ground since Tuesday morning, focusing on the surrounding area of the reservoir, as reported by the Portuguese channel SIC Noticias.

Authorities prohibited the use of drones, aircraft, and helicopters in the search area, where the Portuguese police set up several booths.

The objective is to gather new evidence about the girl’s disappearance after 16 years, ranging from human traces to potentially incriminating evidence that Brueckner (currently detained in Germany) may have left buried in the area.

The searches are expected to last at least until Wednesday.

The girl, who was 3 years old at the time, disappeared on May 3, 2007, while sleeping with her siblings in an apartment in the Algarve, while her parents were having dinner with friends at a restaurant in the resort.

In June 2020, Christian Brueckner, who was already imprisoned in Germany for other crimes, was identified as a suspect in the disappearance.

The man was officially indicted in April 2022 for Maddie’s disappearance by German authorities, at the request of the Portuguese Public Prosecutor’s Office.

Last year, the European Court of Human Rights rejected the lawsuit filed by Madeleine’s parents, who claimed that their reputation had been tarnished by the police theory that they were responsible for what happened.

DEXKETOPROFEN MEDICATION HAS BEEN LOST: WHAT IS IT AND WHAT IS IT USED FOR?

On May 24, 2023, the Social Security Fund (CSS) announced the loss of approximately 312 vials of Dexketoprofen 25mg/ml medication, which disappeared from the medication storage room in the emergency department of the Dr. Manuel Ferrer Valdés Polyclinic over the weekend of May 20.

Dexketoprofen is an analgesic medication belonging to the group of nonsteroidal anti-inflammatory drugs (which reduce fever, pain, redness, and swelling).

Dexketoprofen lost drug: What is it for?

Dexketoprofen is used to treat mild to moderate intensity pain and functions as a more potent analgesic than ibuprofen. It has a duration of action of 5.30 hours and is used to treat muscular or joint pain, dysmenorrhea, dental pain, and others.

This analgesic is allowed for use in adults only and should be prescribed by a doctor. The recommended oral dosage is 12.5 mg every 4-6 hours or 25 mg every 8 hours. Maximum daily dosage is 75 mg. For intravenous administration, the recommended dosage is 50 mg every 8-12 hours.

MINISTER OF EDUCATION CONFIRMS THAT 13 WEAPONS HAVE BEEN DETECTED IN SCHOOLS THIS YEAR

ELECTRONIC LOTTERY TO BE LAUNCHED IN JULY

According to the Ministry of Economy and Finance (MEF), it is planned to launch the first two electronic lottery games, called Loto and Pega 3, in the month of July. Additionally, the games will not be played on Wednesdays and Sundays but on other days of the week, as stated by Publio De Gracia, the General Director of Revenues and President of the Board of Directors of the National Lottery of Beneficence (LNB).

We ask the lottery ticket vendors to give us the opportunity to develop this initiative that will not only help the lottery’s revenue but also the ticket vendors themselves,” said De Gracia.

The LNB has granted an addendum to a US company that holds a contract with the lottery for the development of the technological platform that will be used by the National Lottery for the electronic games. The US company develops electronic lotteries and is present in 82 countries worldwide.

The General Director of Revenues mentioned that the US company will not be responsible for conducting the games but will simply provide the platform service on which the games will take place, and it will be the lottery itself that will collect the payments.

The American company will provide the corresponding equipment to the 14,000 ticket vendors in Panama for selling the electronic lottery, with the aim of ending the malpractices of paired chance, one-two, and others that are recurrent complaints from buyers. It was assured that each vendor will be provided with an electronic unit for selling.

In recent years, the LNB has experienced a 30% decrease in sales of chances and tickets, and much of that is due to generational change and other factors because it cannot be ignored that the public wants to have other types of games. What we want is to attract new players, especially young people, who want to participate in legal lottery games through the state. We want to attract those who have left and other audiences who want to use electronic lottery,” explained De Gracia.

Finally, it was emphasized that according to the conducted studies, the lottery in Panama compared to other countries is “very positive,” while in other countries, it has been disappearing. That’s why it is important to maintain the tradition.

TECHNICAL BOARD APPROVED THE PROPOSAL FOR AN ABBREVIATED PROCEDURE TO ACQUIRE SANITARY REGISTRATION

To continue strengthening the healthcare system efficiently, Vice President of the Republic José Gabriel Carrizo Jaén led the plenary session of the Technical Drug Committee, where a report on progress and actions taken in defense of national interests was presented.

The full Technical Drug Committee approved the proposal to acquire sanitary registration through the Abbreviated Procedure, and the list of countries with high standards for importing drugs with proper sanitary registration was expanded and unified through an executive decree.

Dr. Elvia Lau, Director General of Pharmacy and Drugs, explained the usefulness of applying the abbreviated procedure for Panama, relying on the effectiveness and quality standards of processes in sanitary registrations already tested and used in other countries.

To adhere to this practice, they ensure that the listed countries follow a rigorous procedure in each case.

Additionally, the achieved pharmacotherapeutic guidelines were presented as part of the recent regulation of the National Drug Policy, which will contribute to better decision-making regarding treatments. These guidelines are undergoing review by the Department of Pharmacotherapy, CONAMEP, and the pharmacotherapy teams in healthcare facilities, committing to their follow-up and compliance. By unifying the guidelines, better planning will be possible when acquiring medications by the Ministry of Health.

The guidelines will be based on previously approved and nationally unified medication lists, providing significant cost-quality benefits. They also offer the opportunity to update and obtain benefits for patients.

Engineer Carlos Rodríguez, Executive Director of Innovation and Transformation at the CSS, presented the progress of the inventory control system of the Social Security Fund (CSS), which is a technological tool already implemented in several CSS healthcare units. The system allows for daily updates on the inventory levels of their warehouses and provides real-time reports. It includes both medications and medical supplies.

On the other hand, Engineer William Martínez from the Authority for Government Innovation (AIG) showcased the progress of MedicApp, a tool that allows users to locate nearby pharmacies and the medications they need.

This Technical Committee is composed of Vice President Carrizo Jaén, Health Counselor Eyra Ruiz, Minister Luis Francisco Sucre (Health), Private Investment Counselor José Alejandro Rojas, National Secretary of Science and Technology (Senacyt) Eduardo Ortega Barría, and the General Administrator of the Authority for Government Innovation (AIG), Luis Oliva.

Representatives from the Faculty of Medicine and the Faculty of Pharmacy of the University of Panama, the Chamber of Commerce, Industries, and Agriculture of Panama (CCIAP), the National Council of Private Enterprise (CONEP), and the National Federation of Associations for Critical, Chronic, and Degenerative Diseases are also part of the committee.

NEW TRACES OF FOUR MISSING CHILDREN FOUND

Colombian military personnel and indigenous individuals participating in the search for the four minors who were traveling on the plane that crashed on May 1st in the Amazon rainforest have found new evidence suggesting that the missing children may have survived.

In the past few hours, combined search teams composed of the Armed Forces and Nukak indigenous people, who entered the area two days ago, discovered diapers, sneakers, a cell phone accessory, a bottle cap, and a towel in two different locations, as reported by the Army on Wednesday.

The first discovery occurred 560 meters west of the crash site of the Cessna 206 plane, which had seven people on board, including three adults who perished, including the pilot, and four missing minors.

At that location, a Nukak woman and Special Forces commandos found a pair of sneakers that, based on their size, would belong to the four-year-old child, a used diaper, and a green towel.

In the second finding, they came across another diaper, a pink bottle cap, and a black frame of a cellphone, located 428 meters northwest of the accident site, the Army added.

Authorities are analyzing these findings to determine the possible route taken by the four children.

The plane, operated by Avianline Charter’s, apparently experienced engine failure while flying between Araracuara, a remote locality located between the departments of Caquetá and Amazonas, and San José del Guaviare. It was found over a week later near the village of Palma Rosa, in the municipality of Solano (Caquetá).

Since then, an intensive search has been underway for the four minors: Lesly Mucutuy, 13 years old; Soleiny Mucutuy, 9 years old; Tien Noriel Ronoque Mucutuy, 4 years old; and Cristin Neriman Ranoque Mucutuy, 11 months old.

POSSIBILITY THAT THEY MADE IT OUT ALIVE

Based on the condition of these items, the minors may have been there between approximately May 3rd and 8th, which, according to the Armed Forces, points to “the possibility that the four children may have survived the accident and possibly did not suffer open wounds as no traces of blood were found.”

Special forces entered the jungle 17 days ago on the border between Caquetá and Guaviare, “where you can’t see beyond 20 meters and the sun’s rays barely manage to penetrate through the trees.”

Until today, the last indication found of the children was on May 18th when recent footprints were found near a stream six kilometers from the crash site.

This encourages the titanic effort of Operation Esperanza, where over 350 Colombians, including state institutions, civilian population, and communities, employ all their technological capabilities, knowledge, and experience to defy the impossible and bring the four children back,” stated the Army.

So far, the Army and the Civil Aeronautics (Aerocivil) have also found “an improvised shelter made of sticks and branches,” where “scissors and hair ties typically used by women” were found, and even fruit peels that supposedly could have been consumed by the children.

Previously, in another location, a search dog found a baby bottle, which is presumed to have been used to feed the baby.

BOARDING SCHOOL ACADEMY STARTS FREE REGISTRATIONS IN VERACRUZ

The Boarding School Academy “Finding the Right Path in Veracruz” has started its registrations for the new educational period, targeting teenagers and young people between the ages of 12 and 17 who are at social risk and have dropped out of school. Ricardo Rodríguez, representative of the Academy, explained that the process is completely free.

It is completely free, they don’t have to pay anything, they just have to meet the requirements,” said Ricardo Rodríguez regarding the criteria to enter the Boarding School Academy in Veracruz.

I found this on my Facebook history. I posted it several years ago and the recommendations here are still solid today.  Hopefully, this helps one of my readers get through a tough moment or offers a sense of clarity. I didn’t know that about apples!!

DID YOU KNOW? (Very insightful)

  1. Your shoes are the first thing people subconsciously notice about you. Wear nice shoes.
  2. If you sit for more than 11 hours a day, there’s a 50% chance you’ll die years earlier.
  3. There are at least 6 people in the world who look exactly like you. There’s a 9% chance that you’ll meet one of them in your lifetime.
  4. Sleeping without a pillow reduces back pain and keeps your spine stronger.
  5. A person’s height is determined by their father, and their weight is determined by their mother.
  6. If a part of your body “falls asleep”, You can almost always “wake it up” by shaking your head.
  7. There are three things the human brain cannot resist noticing – food, attractive people and danger.
  8. Right-handed people tend to chew food on their right side.
  9. Putting dry tea bags in gym bags or smelly shoes will absorb the unpleasant odor.
  10. According to Albert Einstein, if honey bees were to disappear from earth, humans would be dead within 4 years.
  11. There are so many kinds of apples, that if you ate a new one every day, it would take over 20 years to try them all.
  12. You can survive without eating for weeks, but you will only live 11 days without sleeping.
  13. People who laugh a lot are healthier than those who don’t.
  14. Laziness and inactivity kills just as many people as smoking.
  15. A human brain has a capacity to store 5 times as much information as Wikipedia.
  16. Our brain uses the same amount of power as a 10-watt light bulb!!
  17. Our body gives enough heat in 30 minutes to boil 1.5 liters of water!!
  18. The Ovum egg is the largest cell and the sperm is the smallest cell!!
  19. Stomach acid (conc. HCl) is strong enough to dissolve razor blades!!
  20. Take a 10-30 minute walk every day & while you walk, SMILE. It is the ultimate antidepressant.
  21. Sit in silence for at least 10 minutes each day.
  22. When you wake up in the morning, pray to ask God’s guidance for your purpose today.
  23. Eat more foods that grow on trees and plants and eat less food that is manufactured in plants.
  24. Drink green tea and plenty of water. Eat blueberries, broccoli, and almonds.
  25. Try to make at least three people smile each day.
  26. Don’t waste your precious energy on gossip, energy vampires, issues of the past, negative thoughts and things you cannot control. Instead invest your energy in the positive present moment.
  27. Eat breakfast like a king, lunch like a prince and dinner like a college kid with a maxed out charge card.
  28. Life isn’t fair, but it’s still good.
  29. Life is too short to waste time hating anyone. Forgive them for everything.
  30. Don’t take yourself so seriously. No one else does.
  31. You don’t have to win every argument. Agree to disagree.
  32. Make peace with your past so it won’t spoil the present.
  33. Don’t compare your life to others. You have no idea what their journey is all about.
  34. No one is in charge of your happiness except you.
  35. Frame every so-called disaster with these words: ‘In five years, will this matter?’
  36. Help the needy, Be generous! Be a ‘Giver’ not a ‘Taker’
  37. What other people think of you is none of your business.
  38. Time heals everything, except grief. Grief is a sign of Love.
  39. However good or bad a situation is, it will change.
  40. Your job won’t take care of you when you are sick. Your friends will. Stay in touch.
  41. Envy is a waste of time. You already have all you need.
