What a full weekend. Advanced more with the Home Automation system, made an elegant wooden curtain rod to hang our new Blackout curtains, fixed the remote controlled cars for the boys, cleaned and organized all of the tools, added some ambiance lighting to the living room (also controlled by Alexa) and got caught up with some old emails. As a matter of fact, one of the emails was from another very gracious individual who offered to purchase some of the jewelry we have for sale in support of Alberto and his family. I still don’t know how I missed that 6-day old email! Got to play a ton of board games to include Battle Ship… nobody beats me at Battle Ship.

See? What charm. What elegance.

Of course, the downside to the weekend is everything COVID-related.  We were all a little sick this weekend.  Brandon and Sayira had fevers that lasted a few hours on Saturday; gone with a little bit of Tylenol.  Brett Jr has been fine, although he tends to get sick and not tell anyone about it.  My case was a bit odd.  I felt like I was going to get a fever all of Saturday and part of Sunday morning, but it never fully manifested.  Then around noon on Sunday, I started sweating.  The type of sweat you get when you’re getting over a fever.  Called 169 to see what we should do, but they said that since we didn’t have any other symptoms, we certainly must have something that isn’t COVID-related. Ok, then.  Today, I’ve been a little sluggish as well, but if I lose my sense of smell, I’ll go in for tests.  In the meantime, I won’t be leaving home for anything during the next couple of days at least.

A good friend in the states has become ill and hospitalized due to COVID. Her husband was first to go in to ICU and then a few days later (today) she was admitted as well, but to a different hospital to get put on oxygen. What I have could just be psychological.

We’re beginning to see more and more people asking for plasma donations.  Supposedly, this treatment is working great.  If you’ve already had COVID19, watch for your blood type and donate if you’re eligible.

Costa Rican scientists developed a camera that uses ultraviolet light and plasma to disinfect the masks used by health personnel in the fight against Covid-19, the state-run Technological Institute of Costa Rica (TEC) reported.

The device was developed by scientists from TEC and the company Plasma Innova, and was tested in local laboratories before undergoing an international test, the university said in a statement.

Ultraviolet light irradiation is an internationally validated disinfection technology.

The chamber was devised by personnel from the Mechatronics Engineering degree following a request from the Costa Rican Social Security Fund, which manages the country’s public hospitals and leads the fight against the covid-19 pandemic.

“We are a small country and the purchases we manage to make are insignificant compared to the rest of the world. The best thing we can do to ensure supply at this time is to disinfect the masks that we already have and reuse them,” said Marta Vílchez, a scientist from the TEC in charge of project coordination.

Costa Rican health authorities have repeatedly complained about the difficulties of obtaining imported supplies and protection material to face the pandemic of the new coronavirus, given the high global demand.

Irradiation with ultraviolet light is an internationally validated disinfection technology, TEC explained.

What’s new is the use of plasma-activated air, which generates ozone molecules that purify any object inside the chamber.

“Ozone is an unstable molecule and reacts very well with fats. That is, the tendency of ozone to be in contact with the (coronavirus) would be to break its envelope and kill it,” explained Vílchez.

Although the device is still awaiting international certification, it is already used in a private dental clinic in San José.

Odontologist Oscar Vargas, who uses the disinfection chamber in his clinic, highlights that it allows him to offer his patients “greater certification of sterilization and infection control, in these times of pandemic.”


SEVERAL ECONOMIC ACTIVITIES ARE REACTIVATED IN COCLÉ, HERRERA AND LOS SANTOS

As part of the route to the new normality, starting this Monday, July 27, various economic activities are reactivated in the provinces of Coclé, Herrera and Los Santos.

Resolution 672 published in the Official Gazette authorizes the reactivation, operation and mobilization of three activities in the third block – automobile sales, construction of the private sector and professional and administrative services – in these provinces.

Likewise, the approval was given to reactivate the operation of restaurants and inns in Los Santos, activities that are included in the fourth block.

The resolution establishes that the premises included in this reactivation may operate during regular work hours, with the exception of the days decreed as total quarantine.

In the same way, these businesses must follow the guidelines for the return to the new normality and the sanitary guidelines for post-Covid-19 operations, issued by the Ministry of Health.

In fact, the head of Health, Luis Francisco Sucre, has said that the reopening occurs “as long as all biosecurity measures are maintained.”

TEST VACCINE FOR CORONAVIRUSES IN 30,000 VOLUNTEERS

THREE FISCAL RELIEF PROJECTS PRESENTED TO PROMOTE THE ECONOMY IN PANAMA

The Minister of Economy and Finance of Panama, Héctor Alexander, presented to the National Assembly on Monday three bills that provide fiscal relief and are part of a package of economic recovery actions after the pandemic.

During the virtual session, Alexander presented the first one that modifies the Tax Code to create a Special Income Tax Regime (ISR), applicable to micro, small and medium-sized enterprises (MSMEs), entrepreneurs and entrepreneurs.

The initiative represents a tax relief for micro, small and medium-sized companies, which represent 90% of the country’s companies and generate more than 70% of jobs.

MSMEs, as well as entrepreneurs and entrepreneurs, can save between 30 and 50% of the tax payment.

The same had been done from June 30, 2019, in its first stage, but this new extension will be until December 31, 2020 to give taxpayers a fair time to fulfill their obligations.

The proposal modifies Law 99 of October 11, 2019, which granted a tax amnesty until February 29, 2020, and through which it was possible to raise $ 156 million.

VECTOR CONTROL TECHNICIANS RAISE STOP AFTER AGREEMENT WITH MINSA

The Association of Vector Control Technicians lifted, this Monday, the unemployment that they had since last week, after a conversation they had at the headquarters of the Ministry of Health (Minsa), with Minister Luis Francisco Sucre.

Sucre committed to nine managers of the Association of Technicians to meet the requests of officials and the roadmap was established to respond to the requirements raised, many of which are pending from past administrations. Minister Sucre reported that they discussed with the officials the requests they raised, including the supply of personal protective equipment, assortment of uniforms, some vacancies that were eliminated, purchase of spare parts, supply of equipment and other needs.

VACCINE AGAINST COVID-19 WILL HAVE A LICENSE FOR UNIVERSAL USE IN 2021

There are more than 200 COVID-19 vaccines in development.

Dr. Eduardo Ortega Barría, advisor to the Vaccine Research Consortium COVID-19, said that by the end of 2020 it is likely that more than one vaccine against the new coronavirus will be available, however, he clarified that it will be approved only for use in emergency cases in high-risk subjects.

“It will not be licensed for universal use as we are used to, as is the case with national immunization programs, the license will probably come next year, hopefully in the early to mid,” he said in the Radiography program, which is broadcast by RPC Radio and ECO TV.

PANAMA, CONSIDERED IN THREE VACCINE PROGRAMS

Do you think a vaccine is the solution to the pandemic?

There are at least three alternatives to deal with the pandemic: social distancing; the so-called community immunity; and vaccines, because I think we will need more than one. Social distancing helps us manage transmission, preserve medical services, stay healthy and buy us time for the arrival of preventive and therapeutic measures, but it will not solve the pandemic.

Community immunity is not a viable solution. We have already seen what happened in Sweden and England, with the number of cases and deaths. It is like playing Russian roulette, nobody knows who will do well and who will not. In fact, a recent publication of 10 sites in the United States indicates that the percentage of infected people varied from 5% -10%, which means that between 90% and 95% of people are still susceptible to becoming infected and becoming ill if they contact the virus.

That leaves us with vaccination (not vaccines) as the option to protect yourself directly, but also to offer community protection once a certain number of the population has been vaccinated (estimated between 60% -70%, depending on the efficacy of the vaccine. ).

Medications are the therapeutic alternative and to a certain extent monoclonal antibodies could serve as prevention and treatment.

However, a single measure will not control the pandemic immediately. While a high number of vaccinates is achieved, let’s say 70% for direct and community protection to be achieved, it will be necessary to maintain public health measures that mitigate transmission. I think vaccination is going to get us out of this situation, but it will take time and so we must manage it.

How many phases must a vaccine go through to be distributed and applied among the world population?

There are five phases, one preclinical in the laboratory and four clinics in humans. The preclinical phase is known as discovery. In this, studies are carried out in the laboratory, the molecule is characterized and safety and toxicity analyzes are performed on laboratory animals, usually more than one species. This phase can last for several years and can be the longest. It then proceeds to the human clinical development phase. Phase 1 studies safety and immunogenicity in a small number of 100 people. Phase 2 increases the number of participants to a thousand, also studies safety, immunogenicity, includes different concentrations of the studied molecule (the antigen), number of doses and sometimes age groups. Phase 3 includes several thousand subjects and its main objective is to demonstrate that the vaccine works (that it is effective); it also includes immunogenicity and safety (local and general signs and symptoms).

Usually, several phase 1, 2 and 3 studies are carried out. Without security there is no license, but also without efficacy. These phases are the most expensive. In total, it can take 10 to 15 years to develop a vaccine, and the investment is variable (between $ 500 and $ 1 billion).

Not everything ended to here. The final phase after the license is phase 4 (post-license studies) to determine effectiveness and safety. This phase is important because phase 1-3 studies are done under very strict controlled conditions and authorities need to know what happens if you administer it.

How many vaccines are in development?

Between 150 and 200 candidate vaccines. Based on the World Health Organization (WHO) dashboard, there are 166 vaccines at different stages of development. Of this total, 24 are in the human development phase (phase 1-3) and 142 are under preclinical evaluation. What is the most promising vaccine?

They all are. This is the case of DNA vaccines (Innovio), mRNA (Moderna, BionTech), adenovirus vectors (Oxford and Cansino). An exception are vaccines that use the inactivated complete virus (Sinovac). On the other hand, there is no previously licensed DNA and mRNA vaccine, and only one previously licensed viral vector (Ebola). However, what we know about these vaccines, from other research programs and published Phase 1 data for Covid-19, is that they are safe and immunogenic.

However, the published data only includes healthy 18-60 year old subjects, and the majority Asian, European or white Americans. We need more information on other ages, risk groups, and diverse ethnicities. We will need more than one vaccine because of the number of doses required to vaccinate the global population, but also because depending on the platform used, it is possible that the vaccines will have different behavioral profiles. For example, an adjuvant (substance that regulates the immune response) may be needed to vaccinate older adults, individuals with immunodeficiencies or comorbidities.

What are the advantages for the country of participating in vaccine research?

Beyond the scientific benefits and the contribution that our country would have for the development of a vaccine that benefits the world, Panama’s participation in vaccine research studies is key for several other reasons. We need safety and immunogenicity data in our population, to be sure that their behavior is similar in other parts of the world. It helps us to know these products before they are licensed, their characteristics and handling. If it is possible to carry out a study of large dimensions, it could impact the behavior of the pandemic in our country; for example, reducing the number of cases.

In which specific vaccine studies will Panama participate?

Researchers and scientific institutions in Panama are considered for at least three programs. One through WHO, in which the country was shortlisted to participate in vaccine studies yet to be defined. In addition, a study of a European vaccine that is planned to start in August, and another program of a vaccine from China with safe technology and proven prior success, which could start in September. The last two vaccines have been supported by the Coalition for Innovations in Epidemic Preparedness (CEPI), GAVI and are part of the WHO-supported Covax initiative.

What are the criteria for selecting a person for a vaccination study?

Research studies are quite strict. Fortunately, Panama has a very robust regulatory and bioethical framework, with laws that give us confidence and internationally renowned researchers who are benchmarks in the field of vaccine research. In this research phase, with initial studies, healthy subjects, between 18 and 55 years of age, who are not participating in other studies that may confuse the findings of the vaccine studies, are studied; they have not received transfusions or immunoglobulins, because it may affect the immunogenicity reading of the experimental vaccines; that they are not taking medicines that affect the immune system; and who have not suffered or are suffering from Covid-19. I do try to stay away from politics, but have slipped a bit from my own intentions and have sent a couple of things that upset a few people.  I just like to send things that I think are funny, regardless of what they may be.  That being said, I found these two books (which probably don’t actually exist, and if they do, it just makes it that much funnier).  This is just comedy.  Both are about politicians however, so that makes it “political”.  I’d still like to think that everyone could laugh at the content of each image.
