The holidays are about eating.  Yeah yeah, I know, it’s also about togetherness, love, family and blah blah blah, just pass me the gravy, ok?  I mean, seriously, if you think about it, every single holiday in the year is about food.  The 4th of July is about grilling massive burgers and Ball Park Franks, Easter is about boiled eggs and candy, St Valentines is chocolate and candy, Halloween is candy and green beer flows worldwide on St Patrick’s Day.  In Panama, Mother’s Day is typically Mom cooking some amazing meal for Dad, while Dad downs a few cold ones with the boys… …no joke, just ask any Panamanian Mom.  Yom Kippur, the Jewish Day of Atonement, starts out with eating low-salt meals of kreplach, challah, chicken or fish, then right after the 25-hour fast everyone totally gorges themselves with “break-the-fast” treats like strata and kugel, blintzes, cookies and cakes.  We plan so far in advance for that noteworthy meal associated with each remarkable holiday, that food never leaves our minds hardly at any point of the year.

So this year, in the spirit of eating, we decided to upgrade our stove for the biggest eating holidays of the year, Christmas and New Years.  We should have done it well over a year ago, but I’m stubborn and cheap and feel that even though only 4 of the 6 burners worked properly, we only used 2 or 3 of them anyways.  And even though the front left corner was rusting out, it had nothing to do with the overall functionality of the appliance.  (Once again, they don’t call me Mr Cheap-o due to my aviary affinity.)

But we had to plan ahead.  No breathtaking meal ever started with, “yeah, let’s just throw something together with last week’s meatloaf leftovers”.  I’d start by making a few cookies that I’ve perfected over the years.  The Queen DEMANDS my delectable Chocolate Chip Cookies, so we’ll need Ghirardelli semi-sweet chocolates, flour with about 14% protein for absorption and chewiness, farm-fresh eggs, sea salt and a secret ingredient that my mom would kill me over if I posted it. 

After the cookies on the 24th, we’ll get the turkey in the oven around noon on the 25th and two side dishes that I love to make, a spicy/smoky Hungarian carrot dish as well as my Grandma Wick’s French bean casserole.

It’s going to be amazing.  (Famous last words, second only to “Hold My Beer”.)

So, we get the first batch of cookies going and Brandon the creative says that he wants to make the second batch.  He’s done this before, so we left him unsupervised.  Yet, no sooner do Sayira and I sit on the terrace with an adult beverage of colossal proportions that Brandon yells out “Dad, get in here quick!”.  Upon my arrival to the kitchen, he says excitedly, “The stove just freaking exploded inside!”  “Oh geez, Brandon, stop exaggerating, will ya?”, as I started to inspect.  “See, everything is just f….. holy crap, the stove just freaking exploded inside!!!”  Yep, as I opened the oven door, I could see that the inside glass pane had erupted, spreading shattered glass throughout its interior.

Knowing that there will be NO Christmas if the King doesn’t have food, Queen Sayira contacts this random chef she heard about that supposedly does amazing things with turkey and had the best recipe for Bacalao.  He was available, so she hired him to do those and our buddy Mr Chuck offered to smoke a ham and bring that over as well.  It was up to me to figure out the side dishes, so we settled for preparing the Hungarian carrots as well as some deviled eggs – lot’s of eggs left over now that we weren’t making any more cookies.

In the end, it came together fine.  The turkey wasn’t all that fantastic, but everything else was great and Christmas was ultimately saved.  Since the oven hasn’t been replaced by the brand who’s name I won’t mention here just yet, we’re catering our New Year’s meal through a tried and proven friend Julio Pasco.  I already know that the meal he’s putting together for us is going to be amazing as he’s never failed us before. 

As we sat enjoying that Christmas meal, I did come back to my senses noting that it’s not the food that makes the holiday.  (And most certainly NOT this particular turkey.). It’s the togetherness that the meal brings, the comments, chatter, articulate locution; it’s the giving and the sharing.  It’s the astonished sense of shock and fear when your oven explodes on Christmas Eve, only to bond and laugh about it together the day after.  The irony of how a $150 stove could last for 10 years without a hitch, but this top-brand newfangled top-of-the-line contraption didn’t last a day without imploding glass shards over your pastries.  Oh, how I sometimes loath thee, capitalism.  It’s having good people to share it with and to be blessed enough to have a full stomach and a warm home.

I truly hope everyone has someone to be with this New Years and that 2022 is full of bonding, good food, happiness, prosperity, good health and over-all abundance.  And remember always that a little bit of well-placed sarcastic self-deprecating humor goes a long way!

PANAMA REDUCES QUARANTINE FOR PEOPLE INFECTED WITH COVID-19 TO 10 DAYS

Covid vaccination.

Through the General Directorate of Public Health, the Ministry of Health issued Resolution N°3132, which establishes a period of 10 days of isolation in case of testing positive to COVID-19 and five days of quarantine for people who have had close contact with a patient with coronavirus.

The document, published in the Official Gazette this December 28, establishes that any person with symptoms of close contact with a positive case must undergo a rapid antigen test and from 15 days after the exposure: Again, a rapid antigen test.

While, people without symptoms close contact positive case, should be performed, immediate arrest test: Rapid antigen test and PCR test. Subsequently, from the 5th day after exposure or when symptoms appear: Rapid antigen test and PRC test.

The quarantine will be for 5 days (from the date of positive contact) and in case of a negative result in the e day test, as established by the standard.

Likewise, Decree 3133 was published, which establishes the Guidelines for preventive quarantine (after the diagnostic test is performed), or home isolation of COVID-19 positive persons.

All positive cases and close contacts during quarantine must maintain biosecurity measures such as strict use of masks at home, frequent hand hygiene, as well as keeping a physical distance from other people in the home, especially those at higher risk of becoming seriously ill due to Covid-19, such as the elderly, people with chronic diseases, immunosuppressed patients, unvaccinated people, including children under 12 years of age.

DRIVER’S LICENSE VALIDITY EXTENDED UNTIL JANUARY AND SUSPENSION OF PENALTIES FOR EXPIRED LICENSE PLATES

The extension is aimed at drivers with expired license plates and licenses in December 2021 and January 2022.

The Authority of Transit and Land Transportation (ATTT) announced the extension of the provisional suspension for the application of sanctions for expired license plates and contempt, as well as the extension of the validity of driver’s licenses.

It was established that all driver’s licenses with expiration dates in the months of December 2021 and January 2022, will be granted an extension until January 31 of this year.

Likewise, the provisional suspension of the application of penalties for contempt of court continues until January 31. With this measure, the ATTT seeks to avoid inconveniences that could result in the retention of the license or vehicle.

In addition, the ATTT extends, for one more month, the provisional suspension of the application of the infraction for driving with expired license plates.

This measure applies to vehicles with license plates whose expiration date corresponds to the months of December 2021 and January 2022.

PERIOD FOR SPECIAL PROCUREMENT OF GOODS FOR STATE OF EMERGENCY ENDS, SANITARY MEASURES REMAIN IN PLACE

The National State of Emergency in Panama was decreed on March 13, 2020, after the World Health Organization (WHO) declared the new coronavirus a pandemic.

The Cabinet Council approved Resolution 130-21, which declares the term for the use of the special procedure for the acquisition of goods, services or works established when the State of National Emergency was decreed.

This should not be confused with the lifting of the biosecurity measures.

The ministers established that the extraordinary measures of a social and economic nature, such as the Solidarity Plan, the Digital Voucher and the food bags will remain in force.

Likewise, all sanitary measures contemplated to mitigate the spread of COVID will remain in force.

In view of the suspension of this term for the acquisition of goods, the entities that requested resources to meet requirements until December 31, 2021, will have until the last meeting of the Cabinet Council in April 2022, at the latest, to submit the report on the actions taken.

This is due to the fact that the 2021 budget will be settled in April next year.

According to the Government, the detailed report of the purchases made will be published in the electronic system of public procurement Panama Compra, no later than 5 working days after the presentation.

IN PANAMA OESTE DANCE ACTIVITIES WILL BE SUSPENDED FROM JANUARY 3 TO 17

To date, three cases of the Omicron variant have been detected in Panama Oeste.

From January 3 to 17, 2022, dancing activities in Panama Oeste will be suspended, informed the governor of that province, Sindy Smith.

The measure was decided in view of the increase of Covid-19 cases in Panama Oeste and the arrival of the Omicron variant, which is transmitted very quickly, she told Telemetro Reporta’s newscast, this Tuesday night, December 28.

The provisional measure was taken since we have to date three cases of Omicron, added Smith.

She clarified that establishments such as restaurants and bars continue to operate normally, but cannot hold dancing events.

Regarding the activities programmed for the New Year, he pointed out that they will be carried out, but they will be supervised by the health authorities so that the biosecurity measures are complied with at all times.

REDUCED SCHEDULE OF ACTIVITIES IN BARS, CANTINAS AND CLUBS IN VERAGUAS

Meeting between the governor of Veraguas, the mayors, and Minsa officials.

The authorities of the province of Veraguas agreed on a series of measures in view of the increase of covid-19 infections in that region, after a meeting this December 28 which lasted more than 5 hours.

The governor of Veraguas, the mayors, the authorities of the Ministry of Health (Minsa) and the Social Security Fund (CSS) agreed to prohibit the sale of alcoholic beverages in sporting events.

It was agreed to reduce the hours of dancing activities until 2:00 a.m. and they may only be held from Thursday to Saturday.

The schedule of activities in bars, canteens, gardens, discotheques, dance halls will also be reduced from Monday to Thursday until 10:00 p.m. and from Thursday to Sunday until 12:00 a.m.

Activities such as dances, concerts, discotheques, and loop events in the districts will be reduced on a monthly basis.

In addition, the authorities of the province of Veraguas agreed that the approvals and permits for public activities that generate agglomeration will be coordinated and authorized between the Minsa and the mayors.

Public activities that generate agglomeration of people in communal houses of the districts will be prohibited.

Each mayor of the province will issue the resolution this Wednesday.

MODIFICATION OF WORKING HOURS WILL BE VALID UNTIL DECEMBER 31

As of January 1, any amendment agreement that does not comply with the new provisions will be null and void.

The modifications to the working day established in 2021 between employers and workers will only be valid until December 31, according to Executive Decree No. 73 of December 28, 2021.

According to data from the Ministry of Labor and Labor Development (Mitradel) to date there are approximately 30,000 workers who have a modification in their working hours.

If the employers require to apply the provisions of the labor legislation which determines that for reasons of serious economic crisis of national character there may be a reduction in the working hours or work week, they will have to appear in person at the Regional Labor Directorate or the corresponding Regional Directorate and submit the registration.

It should be noted that if this reason is taken as a basis, the modification of the working day must be agreed and signed between the employers and the workers, whether the latter are represented by the respective union organization or not.

Since January 1, any modification agreement that does not comply with the provisions of the decree will be considered null and void.

THE THOUSAND POLLERAS PARADE OF 2022 IS SUSPENDED DUE TO INCREASE IN COVID-19 CASES

The last parade of the Thousand Polleras, in which the national costume is honored, was held on January 11, 2020.

The Parade of the Thousand Polleras, scheduled for January 15, 2022 in the city of Las Tablas, is suspended until second order, because of the Covid-19 pandemic.

This was confirmed this Tuesday, December 28, by the governor of Los Santos, Rubén Villarreal, who said he had discussed the matter with the President of the Republic, Laurentino Cortizo.

According to Villarreal, the president told him that in view of the increase of Covid-19 cases, he did not see the development of the activity as prudent.

Villarreal pointed out that although he promoted the realization of this parade -which would help in the economic reactivation of the region- he recognized that due to the great wave of coronavirus infections, the most feasible thing is that this parade be postponed.

The Santeño governor mentioned that Ministers Iván Eskilsden and Luis Francisco Sucre, of Tourism and Health, respectively, also share the position that the activity should not take place.

“This is the same clamor of the mayors and representatives of the corregimiento,” Villarreal added.

On Tuesday, December 28, Los Santos has 616 active cases of Covid-19, of which 16 are hospitalized (two in the Intensive Care Unit).

The Ministry of Health informed that tomorrow will be published in the Official Gazette the decree which establishes the provisions regarding the parade and other activities to be carried out soon.

CABINET APPROVES EXTENSION OF ELECTRICITY SUBSIDY CONTRIBUTIONS FOR COVID-19

Cabinet Council.

The Cabinet Council approved this Wednesday to extend the implementation of the scheme of extraordinary contributions to the Tariff Stabilization Fund (FET) for the electricity subsidy created by COVID-19.

According to the Government, “this measure benefits 1,117,694 customers, avoiding a 48% increase in their electricity bill”.

The extraordinary contributions to the FET for the electricity subsidy are a temporary benefit created in April 2020, as a result of the COVID-19 pandemic, as an economic mitigation measure.

This subsidy granted by the Panamanian State is aimed at those who consume less than 300 kWh.

The Cabinet also approved to extend until December 31, 2022 the validity of the Western Tariff Fund (FTO) contribution scheme.

RADIATION MONITORING WARNING ISSUED FOR EXTREME RADIATION LEVELS UNTIL THIS FRIDAY

MINSA: FAIRS IN 2022 WILL ONLY BE CRAFT, CULTURAL AND AGRICULTURAL FAIRS

Panama’s Ministry of Health (Minsa) announced that fairs for 2022 will only be craft, cultural and agricultural fairs.

The measure was analyzed by the Health Advisory Council and approved by the President of the Republic, Laurentino Cortizo, informed the Minsa.

Dances, discotheques and cantaderas will not be allowed in the fairs. The installation of fondas for food sales will be allowed.

To enter the fairs it will be mandatory to present a QR code or vaccination card with a complete vaccination schedule, highlighted the Minsa.

The fairs approved for 2022 are the following:

– Boquete Flower and Coffee Fair (January 13 to 23).

– La Chorrera International Fair (January 26 to February 6).

– San José de David International Fair (March 10 to 20).

– Azuero International Fair (April 21 to May 1).

U.S. CUTS ISOLATION TIME FOR ASYMPTOMATIC COVID-19 INFECTION IN HALF

The Centers for Disease Control and Prevention said in a statement that ‘this change is justified by the science’.

U.S. health authorities announced Monday, December 27, that they have halved the recommended isolation time for Covid-19-positive persons provided they are asymptomatic, from 10 days to five days.

The Centers for Disease Control and Prevention (CDC), the lead U.S. health agency, said in a statement that “this change is justified by the science,” according to which most infections occur between one to two days before and two to three days after the onset of symptoms.

“These updates allow everyone to safely get on with their lives,” explained Rochelle Walensky, CDC director, in a statement.

The much more contagious Omicron variant is rampant in the United States and the number of cases has risen exponentially in the country to more than 200,000 a day in the past two days, approaching last January’s record high.

U.S. authorities fear that some economic sectors will be paralyzed due to the lack of manpower.

Nevertheless, the health agency advises asymptomatic people to wear masks for the next five days.

For unvaccinated contacts of a Covid-19 positive, the isolation time is also reduced from 14 to 5 days, but they are advised to rigorously mask for another five.

Close contacts who are vaccinated do not need to be isolated.

CDC recommendations serve as a benchmark and are widely followed in the United States, but are not federally mandated.

The sharp increase in cases in the country and the isolation periods involved have forced airlines to cancel hundreds of flights in recent days.

MEDUCA FILES COMPLAINT IN CASE OF FORGED DIPLOMAS, PROSECUTOR’S OFFICE INVESTIGATES

The forged diplomas were detected in the San Miguelito Education Region.

The Regional Prosecutor’s Office of San Miguelito opened an investigation for the alleged commission of the crime of falsification of documents, related to the case of falsification of diplomas.

The Public Prosecutor’s Office informed that the investigation was initiated as a result of a complaint filed by officials of the Ministry of Education (Meduca) on the afternoon of December 28.

The Meduca identified that several teachers in the San Miguelito region of Education, among permanent and aspiring teachers, allegedly falsified diplomas of postgraduate and master’s degrees in order to obtain higher scores in the vacancy contest.

Yesenia Vega, regional director of education of San Miguelito, explained that for example the names of the rectors or general secretary of the universities, all of them private, did not coincide.

Vega said that when these anomalies were detected, a report was sent to these universities, which confirmed that the diplomas were false.

OMICRON: FIVE IMPORTANT THINGS TO KNOW ABOUT THE NEW COVID-19 VARIANT

The omicron variant is more transmissible.

Just as society was beginning to return to normality with the advance of vaccination, a word has forced us to remember that we are still in times of pandemic: Omicron. This new variant of COVID-19 has set off the alarm bells and the World Health Organization (WHO) considers it as “worrying” due to its high level of propagation.

This new variant has made the virus more contagious and has caused governments to start taking measures, such as capacity reduction and restrictions for the unvaccinated to prevent rapid spread. Here are some things you should know, according to Spain’s El Mundo newspaper.

5 IMPORTANT THINGS YOU SHOULD KNOW ABOUT OMICRON, THE NEW VARIANT OF COVID-19

WHY DOES OMICRON SPREAD MORE?

Mutations allow the virus to enter human cells more easily and become more contagious. When we make a new key at the hardware store, it is more difficult to open the door, but, with use, the key becomes more refined. And the same thing has happened with the virus: over time it becomes more refined. In addition, a very interesting preliminary study shows that, compared to other variants, omicron multiplies 70 times faster in human bronchi. This is how viruses act, since their goal is to spread more in order to become endogenous pathogens, i.e. to stay with us forever.

WHY CAN OMICRON ESCAPE SOME VACCINES?

Coronavirus vaccines were designed based on the key, the spike protein, of the original variant of the virus. The vaccines are not designed to recognize the 32 mutations present in this new variant. Fortunately, the vaccines recognize some common key structures, but not all of them. Therefore, even if we are vaccinated, we can still be contagious. As has been said from the beginning, vaccines protect against severe forms of infection, but not against contagion.

WHAT IF THE VIRUS IS LESS LETHAL AND FEWER PEOPLE DIE?

If the virus continues to be massively transmitted, there could be many deaths due to the number of people affected. The newspaper El Mundo explains the following: imagine a virus that kills thirty percent of those infected (which is a lot) and infects a thousand people: 300 people will die. Now let us imagine a virus that kills only 1% of those infected, but is capable of infecting 100,000 people: although it is less deadly, being more contagious, a thousand people will die, more than in the previous case.

ARE ANTIBODIES DECREASING, AND HAVE WE BECOME UNPROTECTED AGAINST OMICRON?

It is true that antibody levels tend to decline over time. However, we also have cellular immunity that is maintained longer. No healthy person with their two doses should worry that they are unprotected. The third dose has been given first to people at risk and then to older people whose immune system also ages and responds less well to the vaccine.

DOES A THIRD DOSE MAKE SENSE?

Although there are studies that point to the cellular response alone, infection could be controlled. There are also studies suggesting that a booster dose reduces severe COVID-19 at any age and significantly increases neutralizing activity against Omicron.

WHAT SYMPTOMS DOES OMICRON CAUSE?

Muscle pain, fatigue and headache are the most characteristic symptoms of Omicron, according to preliminary studies. There are also fever and sore throat. In general, the symptoms are quite similar to those we already know, although in the cases detected it has been observed that there was no loss of taste or smell.

HOW MANY VARIANTS OF THE SARS-COV-2 VIRUS ARE THERE AT PRESENT?

Quite a few, but not all are considered “Variant of Concern” (VOC) by the WHO. In this special list we have:
