Sea of Uncertainty; Covid-19 rebound plan; Reopening of gyms; Provisional measures against the environmental emergency; COVID quotes

Friday, November 13, 2020

Cast into a sea of uncertainty, the world has gone from giving in to their survival instincts hastily purchasing an uncommonly large amount of toilet paper, to obeying the soothing words of their fearless leaders of practicing social distancing… …hell, even the buttons on my Johnston/Murphy XL long-sleeve shirts have been obeying social distancing.

Rolling up on November, Panama’s work-at-home brigade is having a hard time remembering what day of the week it is.  Sooooo many holidays and oodles of doubt as to which days are actual holidays and which ones are just brilliant excuses to leave your family bubble and pick up a free COVID test at the beach.   I mean, is TODAY the day I get to put on clean underwear and my fancy sweatpants, or is that tomorrow?  If the Packers are playing, then it might be a Sunday… …or Thursday night… It’s so confusing.

But, in our effort to assist, we’re recommending a few changes to the names of the days of the week.  These Babylonian-era names no longer hold relevance and are just too darn confusing nowadays.  We need something more fluid and flexible for our new norm.  From now on starting with what we previously would call “Monday”, they shall now be named, in the same order, Missedday, Thisday, Whatday, Thatday, Funday, Satonourassday and Someday.  You’ll note the ease with which you could interchange the name of one day with another, without fear of scorn from our peers.  “Today” will always be “Today”, and “Tomorrow” shall remain, “Any Future Day Other than Today” continuing with the same Panama culture we’re blissfully accustomed to.

Looming over us still is the ominous threat of reverting to lockdown.  The Panama government continues to do their best by reading the proverbial tea leaves in their effort to keep the curve flattened and not succumb to the fate of most of Europe whose doors are once again slamming shut due to an upswing of infections and deaths.  MINSA is tightening curfew in Sona y San Francisco in the province of Veraguas and as of November 15, will apparently go back to full lockdown and their beaches closed as well.

Well, THAT sucks!!  But better them, than us, am-I-right?!  (Unless of course, you, the reader lives in Veraguas.. …I’m soooo sorry about that…)

If anyone thought that the government wouldn’t put us back on lockdown, perhaps this is the wakeup you needed to realize that they very well could do that.  Panama has been meticulously following the lead of the European countries and if Spain, France and England locked down, you can bet top dollar that Panama will do it as well if our numbers continue to go up.  I was going to spend Christmas at home just the same but was hoping I’d get to leave out for some last-minute shopping for old-times’ sake.  Don’t screw this up for me, people!  There’s nothing I like more than spending Christmas Eve morning in line at a Farmacia Arrocha to purchase some cheesy makeup product for one of the Queen’s distant cousins I’m meeting for the first time.

As if today being a Friday the 13th wasn’t already bad enough, eh?

TOP NEWS and TIDBITS

Yoli’s Wisdom

Much has been said about whether the use of masks during exercise could compromise oxygen uptake or increase rebreathing of carbon dioxide, leading to a condition (hypercapnic hypoxia) in which increased carbon dioxide displaces oxygen in the blood. But new International research, published in the Journal of Environmental Research and Public Health, found no evidence to support these concerns.

Masks have no impact on athletic performance or oxygenation.

“Our findings are important because they indicate that people can wear face masks during intense exercise without detrimental effects on performance and with minimal impact on oxygenation of the blood and muscles. This is especially important in settings such as gyms, as respiratory droplets can be further propelled by heavy breathing during vigorous exercise and in crowded, enclosed exercise facilities,” the researchers state in their findings.

The study, which involved 14 physically active and healthy men and women, monitored the effects of diet, previous physical activity and sleep for 24 hours before the test. “If people wear masks during indoor exercise, it could make sessions safer and allow gyms to stay open during COVID-19. It could also allow certain sports to continue, where COVID-19 transmission appears to be high. “explains Dr. Phil Chilibeck, from the University of Saskatchewan (Canada).

The stress test

During the research, participants were asked to do a brief warm-up on an exercise bike. The exercise test involved a progressive increase in intensity on the bike while maintaining a required pedaling frequency. Once they couldn’t maintain pedal speed for 6-12 minutes, the test was over.

The team evaluated the participants, who tested three times each, once with a surgical mask, once with a cloth mask, and once without a mask. The team recorded the participants’ blood oxygen levels and muscle oxygen levels during the test using non-invasive measurement tools.

PLAN FOR THE OUTCOME OF COVID-19 HAS FIVE LEVELS OF ALERT

Brett’s Comment

This is important guys.  Make sure you read this, as it’s going to be important to know in the following days.

The Ministry of Health (Minsa) developed a contingency plan to face a rebound in Covid-19 cases, in which the risk is evaluated through four indicators and five alert levels are proposed that allow the identification of the set of measures basic response.

The measures are established according to the alert level (0 to 4), with the first “overflow threat” of one of the open indicators, followed by “one overflow” and so on, until the fourth indicator.

In fact, the fifth scenario, which is the overflow of the four indicators of the pandemic, entails the application of drastic measures, such as returning to the closure of Saturdays and Sundays, mobility by sex and curfew, among other restrictions, in order to contain the spread of the virus in the area.

The Health authorities confirmed yesterday 1,163 infections in the last 24 hours, out of a total of 6,288 diagnostic tests carried out, for a positivity of 18.5%.

FOUR INDICATORS DEFINE THE PLAN IN THE FACE OF A CASE REPORT

The rebound in cases due to the Covid-19 disease is a reality that Panama faces, and that implies a potential risk of collapse of health services, which has led health authorities to develop a contingency plan.

The document establishes how the confinement would be returned gradually, asymmetrically and progressively in the event that the four indicators used to evaluate the behavior of the pandemic proposed since last March show alert levels.

The four indicators are: the average number of virus transmission (Rt), which should mark 1 or less than 1; the lethality, which must be less than 3%; an availability of beds in the ward of 20%, and in intensive care units (ICU) and special respiratory care units (UCRE), 15%.

With the periodic evaluation of these four aspects, alert levels are defined based on the risks and a compendium of basic measures and actions is identified to face the situation, depending on five scenarios.

Nadja Porcell, National Director of Health, explained that this plan was studied together with the Health Advisory Council some time ago, and given the increase in cases experienced by countries such as France, Spain, Italy and Israel, which have had to return to a total closure, the scenarios were established, in order not to have to reach the most drastic.

Key indicators of the Pandemic.

KEY INDICATORS OF THE PANDEMIC

  • Rt OF 1 OR LESS THAN 1
  • LETHALITY OF LESS THAN 3%
  • AVAILABILITY OF 20% OF BEDS IN THE ROOM
  • AVAILABILITY OF 15% OF BEDS IN ICU AND UCRE

LEVEL 0: OVERFLOW BREAK OF ONE OF THE FOUR INDICATORS FOR OPENING

  • Curfew from 11:00 pm to 5:00 am.
  • Mobility seven days a week without distinction of sex.
  • Opening of most economic activities.
  • Recreational activities by family bubble system.

LEVEL 1: OVERFLOW ONE OF THE INDICATORS FOR REOPENING

  • Curfew from 11:00 pm to 5:00 am.
  • Mobility is maintained with the possibility of restriction.
  • Expectant behavior to maintain reopening.
  • Recreational activities by family bubble system.

LEVEL 2: OVERFLOW OF TWO OF THE INDICATORS FOR REOPENING

  • Return to the closing of Sundays.
  • Curfew increase (from 7:00 pm to 5:00 am).
  • Reopenings stopped.
  • Closing of beaches, spas, rivers and cinemas.
  • Meetings are reduced to no more than 10 people.
  • Public employees will work rotating or telecommuting hours.

LEVEL 3: OVERFLOW OF THREE OF THE INDICATORS FOR REOPENING

  • Closed on Saturdays and Sundays.
  • Curfew is maintained.
  • Restaurants only in * takeaway or delivery * mode and tests every 15 days for motorized vehicles.
  • Shops online or drive-up window mode.
  • Temporary closure of construction.
  • Public employees will work rotating or telecommuting hours.

LEVEL 4: OVERFLOW OF FOUR OF THE INDICATORS FOR REOPENING

  • Closed on Saturdays and Sundays.
  • Curfew is maintained.
  • Only opening of companies that provide food and do not have a license to sell clothes or others.
  • Keep the agro, pharmacies and banks open.
  • Mobility by sex.
  • Stop all tourist activities. Evaluate the entry of people who come from countries with an increase in cases.

The official recommended to the population to maintain their family bubble, since when they trace positive cases they detect that people are infected by visits from relatives or on birthdays. Therefore, she said, it is important that when you visit a person not remove the mask.

“Young Panamanians, today more than ever they are needed. It is essential that clandestine parties, celebrations that generate an agglomeration of multiple people, stop; festive activities are prohibited as a measure to protect your lives, and those of your parents, your aunts and uncles, your grandparents, who after you get infected at any of those parties, can end up being infected by you, who led the virus to your home, ”said Porcell.

GENERAL INDICATORS

The most recent report on the Covid-19 situation in Panama, from the Pan American Health Organization (PAHO), indicates that in the epidemiological week that ended on Saturday (November 1 to 7), the national Rt marked 1.07. The week before (Oct 25 to Oct 31) it was at 1.04.

With regard to health services, availability of beds is over 40% and ventilators over 65%. As of November 10, 2020, the country was occupied by 59% of hospital beds in wards (3,232 out of 5,439), 57% of ICU and semi-ICU beds (352 out of 616) and 33% of fans (262 out of 804 in the country). Meanwhile, the fatality indicator remains at 2%.

However, the Health authorities indicate that there are regions where the Rt is very high, and that is why the application of the contingency plan began in two districts of the province of Veraguas, specifically in Soná and San Francisco, since they present a Rt greater than one and the capacity of the Luis Chicho Fábrega Hospital (Santiago) has a 98% occupancy in ICU, that is, there is little availability of beds.

For example, in the district of Santiago the Rt is at 4.00, and in Soná, at 1.38, according to the epidemiological report of the Ministry of Health (Minsa) last Tuesday.

Jorge Luis Prosperi, member of the Health Advisory Council, indicated that the decision to have a contingency plan is necessary, since the rebound is real and must be faced with a lot of individual and collective responsibility.

He said that the most important thing in the plan will be that citizens faithfully comply with their part and with the biosecurity measures.

In addition, Prosperi expressed that “it is in our hands to face the situation with discipline, avoiding falling into the so-called pandemic fatigue, characterized by a lack of motivation to maintain the recommended measures and a decrease in interest in keeping ourselves informed about the situation.”

He added that the Minsa works to search for data to determine where the greatest number of infections is occurring (home, work, buses, subway, parties, restaurants, bars, among others).

According to PAHO, Panama continues to record the highest incidence of Covid-19 cases among the countries of the Americas, with 3,261 accumulated cases per 100,000 inhabitants as of November 8, ranking first in both in incidence as in accumulated cases among the countries of Central America, with 139,527 cases per 10,000 inhabitants.

Arturo Rebollón, epidemiologist and specialist in Public Health, explained that this plan establishes the clear route to close in case the indicators show alert levels.

He stressed that the plan establishes the scenarios in case one of the indicators shows warning signs, but recalled that we live in an unequal country, where the greatest lack of hospital beds is in poor areas of the country.

Rebollón recommended starting to place beds in field hospitals in areas where there are currently not enough beds to face the upturn in cases.

The three specialists agreed that the best mitigation measure against the new SARS-CoV-2 coronavirus is the use of a mask, physical distancing and frequent hand washing.

‘LAPTOP’ STOLEN FROM GORGAS SCIENTIST WITH VALUABLE INFORMATION ABOUT THE NEW CORONAVIRUS

Brett’s Comment

I’ve reported on these types of thefts not too long ago.  It doesn’t matter where you’re going in the city, if you leave valuables in your car, you just made yourself a target.  I see this happen every day.  When I get out of the car, I think to myself, “Is there anything I’m leaving behind that I wouldn’t mind losing, along with provoking a broken window?”.  Seriously, do NOT leave anything in your car regardless of where you park it.  I’ve seen people park right in front of a bank and the car got its window smashed and two laptops taken.  The security guard was right there and saw the whole thing, but  matter-of-factly told the victim, “Not my job to safeguard individual cars and their belongings.”  Also seriously, this person should be fired and should never be given access to such sensitive information ever again.  What a dolt!!

The robbery occurred this Wednesday at 3:00 p.m., in the Metro Plus parking lots of Vía Porras.

What seemed like one more robbery in one of the parking lots of a commercial plaza in the San Francisco district, is actually the loss of valuable scientific information on the sequenced codes of the SARS-CoV-2 genome in Panama.

This was announced through his Twitter account, the director of the Department of Genomics and Proteomics of the Gorgas Commemorative Institute for Health Studies (Icges), Alexander Martínez, this Wednesday, November 11, who asks that they return the ‘ laptop ‘that was in his car.

The scientist told La Prensa that the laptop was found in his car, parked on the premises of the Metro Plus Pharmacy, on Via Porras (San Francisco), from where it was stolen on Wednesday afternoon, after a glass was broken. from the rear window.

Regarding the information, he explained that when the new coronavirus data is finished sequencing, codes are run, which are always updated to include data to meet quality criteria. “All these codes are on that laptop,” he said.

The data is recoverable because there is backup “and I have it in my head”, but it is necessary to recover the computer, since it has a special program for sequencing. In addition, it has very important information on the work that has been carried out since March when the pandemic began in Panama, he said. He added that the latest information is not supported and will have to “start over.”

Martínez is the scientist who succeeded in sequencing the complete genomes of SARS-CoV 2, the cause of Covid-19, which revealed that the outbreak in Panama was introduced from eight different places (four cases from the United States, three from Europe and one from China).

He said that to provide information you can call the cell number 6150-5491, and assured that he will not retaliate or ask questions. “I just need the hard drives and the laptop that is specialized,” he added.

TAXIS WILL RETURN TO CIRCULATE ACCORDING TO THE LAST DIGIT OF THE PLATE EVEN OR NON

The Panama Land Transit and Transportation Authority (ATTT), after the meeting with the taxi drivers union, who made road closures in different sectors of the country against the suspension of circulation according to the even and non-per-day plate, issued a statement announcing the return to this measure partially.

The authority agreed with the carriers that as of Thursday, November 12, 2020, the selective sector at the national level will circulate as follows:

  • Monday- Wednesday: taxis whose license plates end in an even number (0, 2, 4, 6, 8) will circulate
  • Tuesday- Thursday: taxis whose license plates end with a number non (1, 3, 5, 7, 9) will circulate
  • Friday- Saturday and Sunday: Everyone can circulate

The circulation hours will be from 5:00 a.m. until 12:00 a.m. and it was agreed at the meeting that the measure will be extended until December 1, 2020.

“We have reached talks, we have also come to see how the service is improved,” said Miguel Martínez, general director of the ATTT.

The ATTT statement stated that the Operation Certificate is a concession from the State, which has its rules of use, and those who do not comply with the service rules will have said permission canceled.

The ATTT also established that it will be mandatory to comply with biosecurity measures to mitigate COVID-19 infections in taxis, such as: taking a passenger or a family bubble, use of masks, alcoholic gel and that the user feels behind and on the side away from the driver.

RECOMMEND USE OF FACE SCREENS IN PUBLIC TRANSPORTATION

To reinforce prevention measures and prevent the spread of COVID-19, this Thursday, November 12, a campaign was launched to recommend the use of the face shield or mask as a complement to the mask when using public transport.

The Ministry of Health (Minsa), MiBus, the Panama Metro and the All Panama Movement participate in this campaign. “Based on scientific studies in other countries, the use of a face shield or mask is recommended in public transport.

These studies show that in the places where the face mask is used, greater protection against COVID-19 is achieved ”, highlights a press release from the All Panama Movement. Meanwhile, the mask and the face shield become elements that provide double protection, which prevents the virus from entering the eyes, in addition, the risk of users touching their faces with contaminated hands is reduced.

MINSA AUTHORIZES THE REOPENING OF GYM AS OF NOVEMBER 16

Users will have to be swabbed periodically, highlighted the Minsa.

The Ministry of Health (Minsa) of Panama authorized the reopening of gyms starting next Monday, November 16.

Nadja Porcell, general director of the Minsa, said that these establishments must follow all biosafety regulations and follow the reopening protocols, which can be consulted on the entity’s website.

Users will have to be swabbed periodically, highlighted the Minsa.

Gym owners and trainers recently protested, demanding a reopening date for these places, due to the economic losses as a result of the closure due to the covid-19 pandemic.

AT LEAST 12 POSITIVE CASES OF COVID-19 HAVE BEEN DETECTED IN SHELTERS

Swabbing day in the affected provinces, last week, due to bad weather.

The Ministry of Health (Minsa) has issued instructions so that, in Chiriquí, Bocas del Toro and the Ngäbe-Buglé region – some of the regions of the country affected by the blow of Hurricane Eta – massive swabs are made to detect cases of the SARS virus -CoV-2 produced by Covid-19.

These tests are done both to those affected by floods and landslides, as well as to health personnel who are in these sectors.

The head of Health, Luis Francisco Sucre, said that, as a result of these days, at least 12 people have been found with Covid-19 in temporary shelters that provide shelter to the victims, who were isolated “immediately” . Currently 30 shelters have been enabled for this national emergency.

The Unified Traceability Team located the contacts of the 12 positive people, who will comply with the quarantine until it is determined that they do not have Covid-19, the official said.

On the other hand, Sucre referred to the increase in cases of the new coronavirus in the country, which is due – he said – to the large mobilization of people, the opening of companies and tourist areas. “This leads to greater community contagion,” he added.

However, he insisted that biosecurity measures must be followed, avoid crowds, parties, meetings or outside the family bubble. “This can help the figures to continue to decline, and therefore reach December without restrictions,” Sucre said.

MAGISTERIAL LEADERS PROPOSE TO CONTINUE WITH VIRTUAL EDUCATION UNTIL HAVE A VACCINE AGAINST COVID-19

Teachers propose that distance education be continued until having a vaccine.

The teachers’ leaders Humberto Montero and Eddy Pinto, referred this Thursday to the subject of face-to-face classes from next year and the risk it represents for some educators due to COVID-19, against which they propose that classes continue virtual until you have a vaccine.

Pinto indicated that among the teaching staff there are vulnerable people and about 6,000 to 7,000 colleagues over the age of 60, which becomes a risk to be able to serve students.

“We propose that until the vaccine appears we continue with the system we currently have, which is a distance education system reinforced with technology, that through any of the platforms we continue to teach students, I think that will It will be the most logical thing that is going to happen because the vaccine I don’t think will be in Panama in February or March, ”Pinto explained.

On the other hand, Montero expressed that they have also proposed prioritizing the location of students who have not been located, which add up to more than 60 thousand students, apart from those who have not connected, with which the dropout rate could be increased .

“There is a document that is the Retention and Reintegration Network, in the magisterial leadership we are asking that this document that a sector made, has to be comprehensive, that the National Government give the tools, the Constitution in its Article 95 clearly says that the The government must provide the tools, the devices and the National Government has not done that and that is what we are requesting, tools, broadband internet, devices, cell phones, computers, tablets, everything that can be given, because if you give that to the student, you rescue him from the hands of violence, from the hands of gangs, ”Montero emphasized.

HERRERA AND LOS SANTOS IN THE SIGHT OF MINSA, MAY ALSO RETURN TO THE RESTRICTIONS

Soná and San Francisco in Veraguas have been the first places to return to mobility restrictions because they have two indicators of opening to the limit, but they are not the only ones, the increase in RT and positivity in recent days has put the Ministry on alert de Salud (Minsa), which is studying establishing these restrictions in other regions.

These would be Panama, San Miguelito, Guna Yala, Herrera and Los Santos, the latter two that maintained low levels of contagion in the first months of the pandemic, but that with the lifting of restrictions have increased cases rapidly, they could experience a setback .

Given the contingency, it is evaluating to start relieving hospitals to have beds available for patients with chronic diseases, this would be possible with the start-up of the Figali Convention Center in which $ 700 thousand was invested for its adequacy to serve Covid patients .

In addition, Minister Luis Francisco Sucre, reiterated the call to gym owners to maintain biosecurity measures. The Ministry of Health indicated that they ask their clients for the PCR or antigen swab test every 15 days.

“Gyms have to comply with the protocols, these are places where people are easily infected because one is rotating through different machines, so it is important that those who go to gyms provoke a measure in which we can reduce the risk of contagion ”Sucre said.

In addition, he asked the users of these exercise centers to wash their hands with soap and water or with alcohol gel each time they use a machine, as the machine could be infected. He pointed out that where there is a source of contagion that generates a cluster in a gym, it will have to be closed, but this is not the idea because it is convenient to stay open and request tests from time to time.

LA YEGUADA RESERVE AND COIBA NATIONAL PARK CLOSED TEMPORARILY DUE TO COVID-19

La Yeguada in Panama, magic of nature.

The Ministry of the Environment announced the temporary closure of the La Yeguada Forest Reserve and the Coiba National Park, in the province of Veraguas, as of November 12.

This, due to the implementation of the new Contingency Plan in the districts of Soná and San Francisco and the suspension of visits to beaches, rivers and spas, after the significant increase in positive cases of COVID-19.

Also, the measure addresses the red flag alert for beaches and rivers due to inclement bad weather caused by Hurricane Eta, issued by the National Civil Protection System (Sinaproc).

WHO: 70% OF HUMANITY SHOULD BE VACCINATED TO END THE PANDEMIC

Health personnel with a vaccine.

If vaccines against COVID-19 that are in the last phase of development are successful, approximately 70% of the world population should be immunized to guarantee the end of the pandemic, the chief scientist of the World Health Organization (WHO) calculated today. ), Soumya Swaminathan. Although it remains to be seen how effective future vaccines will be, Swaminathan and the director of the WHO Department of Immunization, Kate O’Brien, estimate that that would be the ideal percentage, although the goal by 2021 is to reach 20%. “No company that is investigating will be able to immediately have doses for everyone,” warned O’Brien, who indicated that it is therefore important that all laboratories continue their investigations even if one of them is ahead of the others.

In a meeting with Internet users to analyze the new and hopeful advances in vaccines that have been reported this week in the US and Russia, the two experts pointed out that the new technologies developed in the current fight against coronavirus “can help to better protect us from future pandemics.” They alluded in this sense to technologies such as Messenger RNA (mRNA), used in the vaccine candidates of Pfizer-BioNTech and Moderna, and that instead of the usual recourse to weakened forms of a virus, it uses molecules that give instructions to the human body about how to build antibodies. Swaminathan stressed regarding the news of 90% efficacy in the clinical studies of the German-American project Pfizer-BioNTech that these are preliminary results and “more data is needed” until it can be guaranteed that it can be licensed for production.

Even if the hypothetical vaccines finally become available to the general public, the WHO experts insisted that the first to be immunized must be health workers and people from risk groups, such as the elderly or patients with certain pathologies. O’Brien especially insisted that the first vaccines that may arrive in the first few months when there will be greater demand than supply should not be stored, and warned countries against creating large stocks of them.

“The correct and intelligent thing is to guarantee that they take those who need them most,” he said, adding that in those first moments “a vaccine in the fridge is not going to benefit anyone.” Asked about the distribution problems that vaccines developed with mRNA technology could entail, which need to be stored at temperatures close to 80 degrees below zero, the experts indicated that this would be a challenge, but there are already technologies such as so-called “dry ice” that can help.

They also stressed that there have previously been vaccines that required storage at such cold temperatures, such as Ebola, so storage and distribution chains have been tested on a limited basis in some parts of the world.

More than 200 laboratories around the world are researching vaccines against COVID-19, a disease of which there have been more than 50 million confirmed cases worldwide, and of these projects about 40 are in the phase of clinical trials in humans. Of these, a dozen vaccine candidates from countries such as China, the US, Russia or the United Kingdom are in their last phase, in which the subjects tested are already tens of thousands and their results are compared with those of other large groups of test those who have been given a placebo.

Swaminathan explained that it normally takes ten years for a vaccine to develop and that the record for speed is now around four and a half years, but the fact that such a large part of the international scientific community has come together in this research could help this time it is much smaller.

O’Brien added that the WHO needs about $ 20 billion for its Covax platform, intended to fund some of the laboratories in exchange for equitable distribution of the vaccine in developing countries. “Although it seems like a lot of money, what is lost every ten days in trade and tourism in the world now amounts to about 35,000 million dollars,” the Canadian expert compared.

GUNA CONGRESS SUSPENDS TOURIST REOPENING OF THE REGION TO SECOND ORDER

The tourist reopening to the Guna Yala Comarca was scheduled for November 13, 14 and 15.

The Secretary for Tourism Affairs of the General Congress of Gunayala announced on November 5 the reopening of the region to tourism, however, this Thursday, November 12, it reports that it decided to suspend it to evaluate the guides and protocols with which its company has been working. maximum organism.

“After evaluating the latest conditions regarding the behavior of COVID-19 in our region and the need to better define the appropriate reactivation mechanisms that are being sought. Together with the Gunayala Regional Health Directorate, we have chosen to suspend the activity of the three days until a second order, “says the congressional statement.

The Secretariat for Tourism Affairs reiterates its commitment to continue working on the various mechanisms and measures that are necessary with various sectors so that when the opportunity comes they promise to be better prepared and in better conditions than now.

The congressional statement indicates that they were the first region to close its borders since March when the pandemic was decreed, so they are surprised by the pronouncement of the Minister of Health, Luis Sucre, who warned them of the closure of tourist activities, when they assure they have not started it.

EXPERIMENTAL STUDIES OF THE COVID-19 VACCINE IN PANAMA ADVANCE ‘ADEQUATELY’

Dr. Eduardo Ortega, member of the COVID-19 Vaccine Research Consortium, explained that the scientific tests applied to the vaccines under development in Panama are progressing well. He recalled that these are adaptive studies, which means that they are modified as the information becomes known.

Dr. Ortega is one of the volunteers in the studies carried out on a group of people in the country and reported that last Friday [November 6] the second dose of the experimental vaccine was applied, after four weeks of having placed first.

He reported that he has felt some local pain, swelling during the day of dosing. The next day general discomfort such as when a person over-does doing exercises.

“The study is progressing, in Panama individuals both older and younger than 60 years of age were searched,” he explained. After receiving results from Germany and Belgium on immunogenicity, that is, the response that the immune system gives to the vaccine that is applied, they have been submitted to the Bioethics Committee for approval and a greater number of people can be recruited.

In Panama there is an approved study and it consists of a ribonucleic acid vaccine, from a German company.

There is a second study that is in the final approval phase. That’s a protein vaccine from a Chinese company that works with a European company. A third study from a European company that is also a protein vaccine. Those last two would be for phase three in Panama. If they are approved, “several thousand subjects could participate in the country,” explains Ortega.

To date, a dozen people have been vaccinated. The technology used in Panama is the same that the Pfizer company announced on Monday, November 9, which was 90% effective. It is a messenger ribonucleic acid vaccine, the doctor said.

The study carried out in Panama takes 13 months, in which the participants must periodically report their health.

PRIVATE SCHOOLS AND MEDUCA REACH AN AGREEMENT ON THE REQUEST FOR FINANCIAL AID

Minister of Education, Maruja Gorday (right) holds a meeting with representatives of private schools.

Representatives of the National Alliance for Private Education (ANEP) and authorities of the Ministry of Education (Meduca) reached an agreement on the request for economic aid for this sector on Monday, November 9.

As agreed, they decided to maintain the aid proposal for an amount of $ 2 million and that the document be prepared so that “the economic aid is directed directly to the parents.”

The national director of Legal Advice of the ministry, Virgilio Sousa, explained that they will make adjustments to the current regulations that establish the payment of subsidies to educational centers. The transfer of departure will be presented to the National Assembly “soon for approval,” highlights a statement.

According to the endorsed proposal, the financial support is aimed at students whose parents pay monthly payments of up to $ 150, aimed at 320 private schools located in 14 educational regions.

“The educational authorities and the representatives of the ANEP will continue with the dialogue in order to include other schools that did not present their applications in the initial phase,” the Meduca statement said.

END NOTES

Part of my inspiration to today’s introduction came from these COVID-related comments that a friend sent me recently.  I don’t know to call them “jokes”, but there is some humor and sarcasm in some of them.  It seemed fitting for today’s End Notes.

Stay safe…  Stay healthy…  And by all means (unless you want to go on full lockdown for Christmas, try not to overdo it by going out, getting sick, becoming a statistic… if at all possible, just) STAY HOME!!…
